The roll was called, the following Councilmen answering present; Greeley, Blue and Drake; Councilmen Robertson and Isbell being absent. The Mayor asked if any of the Councilmen or anyone in the audience wished the minutes of the previous meeting, or any part thereof_, read. No-one responded so the Mayor ordered the reading of the minutes dispensed with. Demands for payroll The Demands for the payroll account, examined and approved account approved. by the Finance Committee and signed by the Mayor and City Clerk, were approved on motion of Councilman Greeley, seconded by Councilman Blue and carried by the following vote,-to-wit: AYES, COUNCILMEN: Greeley, Blue and Drake NOES, COUNCILMEN: None ABSENT COUNCILMEN: Robertson and Isbell. Regular order of business On motion of Councilman Blue, seconded by Councilman Greeley dispensed with. and carried, the regular order of business was dispensed with for the purpose of the hearing on Resolution of Intention No. 3629, being a resolution of the City Council of the City of Newport Beach declaring its intention to order the closing up, vacation and abandonment of a portion of Abalone Drive in Tract 742, City of Newport Beach. On motion of Councilman Blue, seconded by Councilman Greeley and carried, the regular order of business was resumed. REPORTS OF HEADS OF DEPARTMENTS: The City Administrative Officer requested authority to employ Sam Hardy as Temporary Engineering Aide at $179.00 per month, effec- tive October 25, 1948, and recommended that Gus Ritter be promoted from Laborer to Truck Driver at $171.00 per month, effective October 15, 1948. Plans and specifications approved.- Pursuant to instructions heretofore given by the City Council, the City Engineer presented Plan No. 424, consisting of three sheets, together with specifications for the construction of sanitary sewer mains and sewage pump stations in South Speedway (Balboa Island) as per said plans. Whereupon Councilman Greeley moved that said plans and specifications be approved, which motion was seconded by Councilman Blue and carried. ATTEST: ZkP Llerk of the City of Newport Beach The existing sewage pumping plants were constructed some 25 years ago at the above mentioned locations, and the equipment installed therein for the purpose of pumping raw sewage has now become inadequate to take care of the necessary sewage delivered to them. Not only have the pumps become practically useless, but the motors and other equipment inciden- tal thereto have deteriorated by reason of the salt condition of the area, together with the increase in the flow of sewage occasioned by Improvements of homes, etc. in the past 25 years, to render the effi- ciency of these existing pump stations inadequate in size, design or equipment to care for the ever increasing load upon said stations. I have also been reliably informed by the City Engineer of your City that the existing cast iron pressure line across Balboa Island Channel of Newport Bay has deteriorated through the years of use to the point that it must be replaced to insure the health and safety of delivery of sewage to the East side of said 8hannel. I make this recommendation as a measure necessary for the protection of public health, and it also is made pursuant to Section 2808 of the Streets and Highways Code of the State of California. My office have made an investigation of both of these sewage pumping plants above noted and find that sewage is not adequately delivered through these pumping plants, and the City is experiencing difficulty in properly relieving the trunk lines of sewage delivered to said pumping plants. Gentlemen: As Health Officer of the County of Orange, who also acts as Health Officer for the City of Newport Beach, I hereby recommend that pro- ceedings be instituted at once for the remodelling and installation of new equipment, consisting of pumps, motors and electrical appli- ances for the two sewage pumping plants: one located in the first alley lying North of South Bay Front, midway between Diamond Avenue and Sapphire Avenue in what is commonly known as the South Speedway; and one located in said first alley lying North of South Bay Front, commonly known as South Speedway, midway between Jade Avenue and East Bayrront, together with the construction and installation of a new 8 -inch cast iron pipe pressure line running from the last mentioned pump station Easterly along said Speedway and across Balboa Island Channel of Newport Bay to the U.S. Bulkhead line at the Easterly side of said Channel.
