The dual nested soil vapor probes will be installed at approximately 5 and 15 feet in one approximately 2-inch diameter boring at each location using direct -push drilling methods. The probes will consist of Teflon tubing fitted with a polyethylene or stainless steel filter at the bottom of each probe. The CSM was submitted on August 4, 2017 by your consultant, Amec Foster Wheeler & Infrastructure, Inc. (AMEC). This letter provides our comments to the CSM and the data gaps presented within. Conceptual Site Model The CSM was divided into four distinct areas for environmental characterization purposes as described below: • Main Area — The 90-acre active operations portion of the former Site. • AeroThermal Chemical (ATC) Building — The 8-acres on the southern portion of the former Site. • The North Area — The groundwater impacted area located north of the former Site. The groundwater plume originates from the Main Area and extends in a northerly direction. The principal contaminant of concern (COC) for the North Area is trichloroethylene (TCE). • The Big Canyon Arroyo (BCA) Area — The groundwater impacted area located south of the former Site. The groundwater plume originates from the ATC and extends in a southerly direction. The COCs for the BCA Area include TCE and its daughter products. PAPER Ms. Lynn Tucker - 2 - October 12, 2017 • Site geology and hydrogeology, including cross sections for the North Area and the BCA Area; • A summary of previous assessments and remedial efforts at the Site; • Distribution and delineation of contaminants in affected media (i.e. soil, soil gas, and groundwater); • Pathway -receptor network; • Discussion of groundwater trends with supporting data; • Identify any existing data gaps; and • Decision criteria and completion strategy. The CSM identified the following data gaps: • Need for an updated well -radius survey. • Further assessment of the down -gradient extent of the North Area groundwater plume, including surface water sampling in Bonita Creek and the potential role of phytoremediation along the creek. • Further assessment of potential hydrogeological connections between the BCA groundwater plume and the creek in Big Canyon and focused sampling of the creek down -gradient of the plume. • Further assessment of fate and transport/attenuation parameters in the BCA Area. • Assessment of the VI pathway and the potential equilibrium between COCs in soil gas and groundwater in the North Area. The completion strategy for the North and BCA Areas will be refined pending data gap evaluations. The CSM presented the following completion strategy for the North and BCA Areas: • Continue monitored natural attenuation (MNA) for the North Area. • Statistical modeling using a generally accepted software package (e.g., MAROS) to demonstrate plume stability for the North Area. • Continue MNA for the BCA Area until a statistically significant number of sampling events have been conducted in the down -gradient monitoring wells and a more reliable evaluation of plume stability/fate and transport can be completed. Discussion From 1990 through 1996, the source areas (the Main Area and ATC Area) were assessed and remediated which was acknowledged by the Regional Board and Orange County Health Care Agency (OCHCA) in correspondences from 1996 and 1997, respectively. Closure was granted of the source area with the requirement to continue the assessment and remediation of the groundwater plumes that migrated off -site. Groundwater The current groundwater monitoring network does not sufficiently delineate the groundwater plume in the North Area nor does it show if the groundwater is hydraulically connected with surface water in Bonita Creek. Amec proposes to collect grab groundwater samples along the west bank of Bonita Creek and collect surface water Ms. Lynn Tucker - 3 - October 12, 2017 samples from Bonita Creek. The analytical results from these samples would be used to evaluate the need for placement of an additional down -gradient monitoring well(s). Amec also discussed the installation of a monitoring well to the east of Bonita Creek; however, the development of Highway 73, which has significantly modified the topography and surface water runoff in the area, has potentially modified near surface hydrogeologic conditions of the area. We agree that there are uncertainties regarding the groundwater plume migration patterns in this area. It would prudent to collect groundwater grab samples from several locations on the west side of Bonita Creek, from P-32 to abandoned well P-18, as well as from the east side of Bonita Creek to ensure the plume has not migrated to the east of Bonita Creek. Additionally, we recommend the installation of sentinel wells to monitor the migration of the COC plume, regardless of the results from groundwater grab sampling. Amec prepared and submitted a work plan on April 28, 2017 to address the down -gradient delineation of the plume which was approved by us on May 15, 2017. Since that work plan has not been implemented yet due to the preparation of this CSM and to consolidate permitting efforts for this area, an addendum to that work plan would be acceptable to address data gaps for this area. The CSM discusses that all of the wells within the North Area show stable to decreasing trends with the exception of well P-32, the furthest down -gradient well, which has increasing trends since it was installed. The CSM states that "it appears that the increasing trends of well P-32 has begun to stabilize and may also begin to exhibit declining concentration trends". Based on the most recent groundwater monitoring data, it appears that TCE concentrations have not stabilized yet and additional monitoring events will need to be evaluated to determine if a change in trend is actually occurring. Currently, based on the existing data from the groundwater monitoring well network in the BCA Area, the plume is sufficiently delineated. However, COCs for the BCA Area remain persistent, which may be associated with sorbed mass in the formation matrix or the transportation of a slug that was released during demolition activities in the ATC Area. TCE contamination peaks in groundwater were observed in down -gradient monitoring wells P-16 in 2012 and P-46 in 2013 suggesting migration of an apparent slug. The CSM also states that since there is a relative absence of TCE in groundwater• sampled from the well network along Ford Road, this would support the hypothesis that a slug is migrating through the BCA Area. However, uncertainties related to migration of the down -gradient slug and the hydrogeologic relationship between the creek in Big Canyon and the toe of the down -gradient plume remain. To address these uncertainties, Amec proposes to sample the stream near/down-gradient of the toe of the plume; and monitor the chemistry, temperature, and water levels in shallow groundwater where surface water may have hydraulic connection with the groundwater. Soil Vapor The vapor intrusion evaluation conducted in 2006 and 2008 in the North Area identified concentrations that may be of potential concern and should be re -assessed and evaluated with current guidance. Amec proposes to reevaluate soil gas in the North Area by installing nested semi -permanent soil gas wells adjacent to wells W2C3 and P-34 and sampling them during the semiannual groundwater sampling events for a period of one year. Based on current groundwater data, the next logical step would be to install nested Ms. Lynn Tucker - 4 - October 12, 2017 semi -permanent soil gas wells, adjacent to wells P-40 and P-41 in the North Area as well, to evaluate the extent of potential vapor intrusion risk from the groundwater plume. Vapor intrusion was conducted in 2006 and 2012 in the BCA Area. The CSM states that the results confirmed that COC volatilization from groundwater to soil gas is limited and that the fine grained nature of the substrate results in upward vertical attenuation of soil gas. This statement was based on the 2012 vapor intrusion assessment conducted in the Sea Island Community; however, communities to the northeast and southeast were not part of this evaluation. The 2006 vapor intrusion assessment was limited (two sample locations),.and breakthrough occurred in one of the two samples collected. Based on the current groundwater concentrations and the lack of vapor intrusion assessment for these areas, potential risk of vapor intrusion from current concentrations may exist. Completion Strategy No active remediation has been conducted to date for the North Area. Amec suggests natural attenuation is occurring in the North Area by chemical and physical means and potentially by phytoremediation. However, increasing trends for COCs have been observed in the furthest down -gradient groundwater monitoring well. If, after the completion of plume delineation, it appears that phytoremediation is partially responsible for plume control, it should be substantiated with data and other evidence. Groundwater remediation for the BCA Area has consisted of in -situ reactive zone (IRZ) injections at three locations. The injections appear to have reduced the primary source of COC concentrations in and near the source area and along Ford Road. However, complete breakdown of TCE byproducts have not occurred based on the persistence of vinyl chloride in groundwater and the absence of ethane and ethane in groundwater. The persistence of vinyl chloride further warrants the necessity of vapor intrusion assessment. A slug of COCs that was presumably released from the site during ATC Area demolition activities, may have stifled the effectiveness of the down -gradient IRZ injections over time. The completion strategy for the North and BCA Areas will be refined pending data gap evaluations. Amec recommends continued MNA for the North Area if the groundwater plume can be accurately defined down -gradient, shown to not pose a risk to beneficial use of surface water, and the relationship between soil gas and groundwater concentrations can be evaluated and found to be below acceptable risks. Amec also recommends statistical modeling using a generally accepted software package (e.g., . MAROS) to demonstrate plume stability for the North Area. For the BCA Area, Amec recommends MNA until a statistically significant number of sampling events have been conducted to allow for a more reliable evaluation of plume stability/fate and transport can be completed. In order to substantiate the effectiveness of natural attenuation, a network of monitoring wells is necessary to provide updates on the plume migration and to demonstrate decreasing trends of COCs in groundwater through obtaining general water chemistry and geochemical parameters in addition to the COCs data. When the groundwater plume has been adequately delineated, a MNA plan should be prepared and submitted for our review in accordance with EPA's "Framework for Site Characterization Ms. Lynn Tucker - 5 - October 12, 2017 for Monitored Natural Attenuation of Volatile Organic Compounds in Ground Water" dated December, 2012. There are several uncertainties that may potentially redefine the completion strategy. Some of the uncertainties include: • Surface water impacts • Vapor intrusion • Groundwater plume delineation The completion strategy for the Site should include a decision tree of if/then scenarios to outline the exit strategy. Comments 1. We concur with Amec's recommendation to provide an updated well -radius survey. The updated well survey map should incorporate a 3-mile radius around the Site. Please present the updated well -radius surrey with the CSM addendum. 2. Please submit a revised completion strategy for the Site in a CSM addendum that includes a decision tree of if/then scenarios for the North and BCA Areas to outline the exit strategy, no later than November 30, 2017. 3. We concur with the identified data gaps presented within the CSM provided that you address the following comments: a. To delineate the toe of the North Area plume, we recommend collecting several groundwater grab samples to the northwest, north, and northeast of P-32 to delineate the down -gradient extent of COCs in the North Area. Following analysis of the groundwater and surface water grab samples, a minimum of three sentinel groundwater monitoring wells should be installed to check any further downgradient migration of the plume. b. Amec recommends collecting surface water samples from Bonita Creek in the North Area and from the stream at the toe of the plume in the BCA Area. At a minimum, samples should be analyzed for VOCs using U.S. EPA Method 8260E and for 1,4-dioxane using U.S.EPA Method 8270 SIM. c. In addition to the recommended soil gas probe locations for the North Area, vapor intrusion assessment near groundwater monitoring wells P-40 and P-41 should be conducted as well. d. Based on groundwater concentrations of COCs in the BCA Area, vapor intrusion assessment should be conducted in the residential areas to the northeast and southeast of P-16. e. Please submit an addendum to the April 28, 2017 work plan to address the above data gaps no later than November 30, 2017. The Contractor shall deliver a construction notice to all impacted residents and businesses. The notice shall describe the project, indicate the limits of construction and dates, describe disruptions that may occur, and include a 24-hour contact phone number. Provide a copy of this notice to the City prior to notifying residents and businesses.
