HomeMy WebLinkAbout03/27/1950 - Regular Meeting348 March 27, 1950• The City Council of the City of Newport Beach met in regular session in the council chambers of the City Hall at the hour of 7:30 P.M. The roll was called, the following councilmen answering present: Greeley, Robertson, Isbell, Blue, Drake. The Mayor asked if any of the councilmen or anyone in the audience wished the minutes of the previous meeting or any part thereof read; no one responded and the reading of the minutes was waived. Certain demands, having been approved by the Finance Committee and signed by the Mayor and City Clerk, were ordered paid on motion of Councilman Blue; `seconded by Councilman Greeley and carried by the following roll -call vote, to -wit: AYES, COUNCILMEN: Greeley, Robertson, Isbell, Blue, Drake HOES, COUNCILMEN: None ABSENT COUNCILMEN: None HEADS OF DEPARTMENTS. A letter from City Manager Sailors recommending that traffic on 32nd Street be limited to traffic traveling northeast between Balboa Blvd. and Marcus Ave., and that traffic on 33rd Street between Marcus Ave. and One -way traffic Balboa Blvd. be limited to southwest bound traffic was presented an4 on 32nd & 33rd on motion of Councilman Isbell, seconded by Councilman Blue and carried, Sts. suggested the recommendation was accepted. The City Manager requested that the Hall and Hudson Carona del Mar Concession lease be amended to include operation of the adjacent park - Hall- Hudson CDM ing lot, the terms to be identical with those of the master lease except Concession that the lessee will pay the City 50% of the gross revenue received from Parking Lot this operation. On motion of Councilman Blue, seconded by Councilman Isbell, RES. 3757 -A the request was granted by the following roll -call vote: AYES, COUNCILMEN: Greeley, Robertson, Isbell, Blue, Drake NOES, COUNCILMEN: None ABSENT COUNCILMEN: None The City Manager requested authority to purchase the following automotive equipment: , One 3/4 Ton Pick -Up from Theodore Robins - - - - - - $1,367.33 One 3/4 Ton Pick -Up from Theodore Robins - - - - - - 1,393.08 Automotive equipment One 22 Ton Truck with 4 -Yard Gar Wood Dump Body purchase authorized from W. Woods - - - - - 31274.00 Total - - - -- - - - - - $90912.41 On motion of Councilman Greeley, seconded by Councilman Blue the authority for the purchase was granted by the following roll -call vote, to -wit: AYES, COUNCILMEN: Greeley, Robertson, Isbell, Blue, Drake. NOES, COUNCILMEN: None ABSENT COUNCILMEN: None The City Manager recommended that the contract for the purchase of garbage from the City of Newport Beach now in force with Dr. C. G. Price and Sons be renewed to.Kenne'th G. Price for.threb -and one - half.years with the following amendment, that payment be based on the new rate of $15.65 in- Garbage Contract stead of $11.00, monthly payments to the City to be governed by multiplying Renewal 1950 -53 the average sale price of hogs sold during any one month by $15.65. The Price. three and one -half year period will terminate in the fall instead of in Res. 37E3 the spring, as at present. On motion of Councilman Isbell, seconded by Councilman Greeley, the amendment and contract were adopted, to terminate on October let, 1953, by the following roll -call vote: AYES, COUNCILMEN: Greeley, Robertson, Isbell, Blue, Drake. NOES, COUNCILMEN: None ABSENT COUNCILMEN: None 34? COMMUNICATIONS. A request from the Moose Lodge for permission to construct a pub- lic parking lot in front of the Moose Temple, the cost of same to be under- Moose Temple taken by the Moose Lodge and various merchants, was received and, on motion Auto Park of Councilman Isbell, seconded by Councilman Greeley and carried, was referred to the City Manager. A letter from the West Newport Beach Improvement Association request- ing simultaneous dredging of the West Newport Channel with the dredging of the Rhine, at a saving of $4000.00 by having these two operations done at bredging of the same time, leaving only $2,000.00 to be assumed by property owners and W.Newport Channel the City equhlly, was read and, on motion of Councilman Isbell, seconded by Councilman Blue, the letter was referred to the City Manager for study and report to the Council. A letter from Mrs. Dorothy M. Deal requesting permission to erect a temporary building, size 4 x 6 feet, in which to isell smoked fish in the area beside the Newport Pier, for protection against the winds and sand, D. Deal, Temporary was read. On motion of Councilman Isbell, seconded by Councilman Robertson Bldg. permit and carried, a permit, revocable at any time, was granted Mrs. Deal to construct such a building. A request from the Laguna- Beach - Santa -Ana Stage Line, in conjunc- tion with the Pacific Electric Railway Company for a change in the bus loading zone now located on the Balboa Parking Lot on the Ocean Front, to establish a separate bus stop for the former line in front of the B. and B. Malt Shop, New bus stop for this with the idea of eliminating traffic congestion, and to allow the La- Laguna -Santa Ana guna Beach -Santa Ana buses to exit via Adams Street, was presented and, on Bus Line motion of Councilman Isbell, seconded by Councilman Robertson and carried, the use of Adams Street as an exit was denied, but no objection was made to the proposed change in the loading zone. A letter from Hal Will Smith, representing the Marine Avenue Bus- iness Association, requesting replacement of certain dead eucalyptus trees Marine Ave. Trees on Marine Avenue and proper pruning and trimming of all the trees, was read. On motion of Councilman Robertson, seconded by Councilman Greeley, the matter was referred to the City Manager for study and report. A letter from Mr. Charles h. Tucker of Long Beach, protesting the proposed playground development on Balboa Blvd. between 30th and 36th Streets Newport Playground on the grounds that it would be too close to residences in that area was read. On motion of Councilman Isbell, seconded by Councilman Robertson and carried, the letter was ordered filed. An inquiry from Mr. J. Q. Adams, asking information as to the City's plans for property located at 301 38th Street, relative to moving the house from said property was read, and on motion of Councilman Isbell, seconded J.Q.Adams by Councilman Robertson, the City Manager was instructed to inform Mr. Adams that nothing would be done for at least twelve months. Webb to conduct a Private Police Patrol and Detective Agency, was referred to the Police Department for investiga- tion and recommendation, on motion of Councilman Isbell, seconded by Coun- cilman Blue and carried. The application of H. W. Hannaford to conduct a hamburger stand at 600 East Bay Front, Balboao having been approved by the Health Depart - went, was granted on motion of Councilman Greeley, seconded by Councilman Robertson and carried. The application of Mrs. George Viamontes to conduct an abalone processing plant, having been approved by the Health Department was granted on motion of Councilman Greeley, seconded by Councilman Blue and carried. The application of S. J. Barden for a one -day auction of work shop equipment, tools etc., of the Wing Sang Boat Yard, was granted on motion of Councilman Greeley, seconded by Councilman Robertson and carried. The application of Dolores Fuller to operate "The Breakers" ham- burger and malt stand at Corona del Mar, having been approved by the Health Department, was granted on motion of Councilman Isbell, seconded by Coun- cilman Robertson and carried. The application of J. W. Patterson to operate the Shore Cafe, having been approved by the Health Department, was granted on motion of Councilman Greeley, seconded by Councilman Robertson and carried. The application of Pauline Strong to operate the Sea Shell Cafe at 601 East Balboa Blvd., having been approved by the Health Department, was granted on motion of Councilman Blue, seconded by Councilman Greeley and carried. The application of Mabel Greene and Thelma Bauer to operate the Port Lido Coffee Shop at 3445 via Oporto, having been approved by the Health Department, was granted on motion of Councilman Greeley, seconded by Councilman Robertson and carried. Gibson for live bait and sandwiches, offering to pay the City $100.00 a year, dnd the other from Fred J. Addison, who desires a live bait concession only. The City Manager recommended that the concessionbe given to Mr. Gibson, who promis- es to replace broken glass windows in the building at the end of the pier and to keep all equipment in good condition at his own expense. r. Hiner, who now has the live bait concession on the Balboa Pier, agreed to relinquish the balance of time on his lease. On motion of Councilman Greeley, seconded by Councilman Robertson, the City Manager was instructed to enter into negotiations with Mr. Gibson, and the Special Legal Counsel was instructed to draw up the contract and the Mayor and City Clerk authorized to sign same by the following roll -call vote, to -wit: AYES, COUNCILMEN: Greeley, Robertson, Isbell, Blue, Drake NOES, COUNCILMEN: None ABSENT COUNCILMEN: None The City Manager stated that he had received three informal bids from the Trip -O -Late Co., Les Nott Electric Co., and H. P. Mathews for the annual contract to purchase light bulbs. The bids were all in the same amount, i.e., $1200.00, with 28% discount, and an additional 2% discount for cash in 30 days. On motion of Councilman Blue, seconded by Councilman Greeley, the contract was awarded to the Trip -O -Late Com- pany by the following roll -call vote, to -wit: AYES, COUNCILMEN: Greeley, Robertson, Isbell, Blue, Drake NOES, COUNCILMEN: None ABSENT COUNCILMEN: None On motion of Councilman Isbell, seconded by Councilman Greeley and carried, the meeting was adjourned, sine die.
