The City Council of the City of Newport Beach met in regular
session in the council chambers of the City Hall at the hour of 7:30 P.M.
The roll was called, the following councilmen answering present:
Finch, Drake, Blue, Greeley, Isbell.
The Mayor asked if any of the councilmen or anyone in the
audience wished the minutes of the previous meeting or any part there-
of read. No one responded, and the reading of the minutes was waived.
The regular monthly demands were approved on motion of Coun-
cilman Blue, recorded by Councilman Greeley and the following roll call
vote:

The City-Manager presented a report on the progress of the
Civil Defense organization in the City, stating that a meeting of the
wardens and block captains would be held January 12th at the City Hall
to arrange a mass mobilization for blood donors. He said that five
First Aid courses would be started, and that the air raid warning
whistles are now being prepared for Instillation. On motion of Coun-
cilman Finch, seconded by Councilman Greeley and carried, the report
was ordered filed.
A letter from R. A: Hilliard, secretary of the Newport Har-
bor Junior Chamber of Commerce, expressing the appreciation of that
organization for the City's help in maintaining the floating Christ-
mas tree, was read. On motion of Councilman Finch, seconded by
Councilman Drake, the letter was ordered filed.
Charles Fipps, Mr. and Mrs. R. C. Burt, Jeannette Driggs
and W. W. Hoit,by letter requested the City to indicate whether or
not it wants any portion of the property lying south of the present
curb line of Ocean Blvd., Corona del Mar, for street or road purposes.
On motion of Councilman,Finch, seconded by Councilman Drake and car-
ried, the letter was ordered filed.
The claim of George Parmenter for compensation for injur-
ies suffered by his mother, Mrs. Frank Parmenter, on February 28th,
1949, while entering the voting place at the Balboa Fire Hall, was
read. On motion of Councilman Finch, seconded by Councilman Drake
and carried, the matter was referred to the City's insurance carrier.
The claim of Janet Perdew for payment of a doctor's bill
In connection with injuries suffered in a fall on the Balboa Park-
ing lot was read. On motion of Councilman Greeley, seconded by
Councilman Finch and carried, the letter was referred to the City's
insurance carrier.

The City Engineer reported that the Nigg Engineering Co.
had completed the warehouse and storage buildings at the Corporation Acceptin; Nigg 'Mork at
Yard, and recommended acceptance of the work. On motion of Councilman Corporation Yd.
Blue, seconded by Councilman Greeley, the work was accepted by the
following roll call vote:

The City Engineer reported that the R. J. Noble Co. has
completed the paving of the trailer park in accordance with plans
and specifications, and recommended the acceptance of the work. On
motion of Councilman Greeley, seconded by Councilman Finch, the work
was accepted by the following roll call vote

A letter from Mrs. Elma Traweek of Covina expressing her
appreciation of the Cauncil's efforts and extending New Year's

The application of Roy B. Swett of Los Angeles to sell sand -

The City Clerk requested authority to publish the new Zoning
Ordinance in booklet form, for the price of $508.00 quoted by the New -

Upon consideration of pending changes in the Zoning Ordinance, ,
on motion of Councilman Drake, seconded by Councilman Blue, the action

The City Clerk also requested authority to revise the Munici-
pal Code and bring it up to date. He pointed out that reprinting at

of Councilman Finch, seconded by Councilman Drake, the Clerk was in-
structed to secure bids for reprinting up to and not including Ordinance

of Commerce proposed Ship - Office appeared to have been arranged for.

The application of Norton Simon to extend an existing
pier and install a float on Lot 848, Tract 907, subject to War
Department approval, having been approved by the Harbor Commission,
was granted on motion of Councilman Blue, seconded by Councilman
Greeley and carried.
The application of Albert A. Klein and E. L. Reitz to con-
struct a joint ownership pier and floats, Lots 11 and 12, Tract 802,
having been approved by the Harbor Commission, was granted on motion
of Councilman Finch, seconded by Councilman Blue and carried.
The application of M. J. Sopp to construct a pier and slip
on Lot 232, Tract 907, having been approved by the Harbor Commission,
was granted on motion of Councilman Blue, seconded by Councilman
Greeley and carried.
The application of L. L. Holbrook to construct a concrete
seawall, Lot 12, Block 636, Canal Section, having been approved by
the Harbor Commission, was granted on motion of Councilman Greeley,
seconded by Councilman Blue and carried.
The City Engineer stated that contractors who will soon
bid for improvement of the State Highway within the city limits
would require water, and requested authority to supply water to
the successful ibidder for the highway construction, at the price
of 15¢ per thousand gallons. On motion of Councilman Greeley, se-
conded by Councilman Blue, the request was approved by the follow-
ing roll -call vote:
