HomeMy WebLinkAbout03/12/1951 - Regular MeetingJ March 12th, 1951 The City Council of the City of Newport Beach met in regular session in the council chambers at the City Hall at the hour of 7:30 PM. The roll was called, the following councilmen answering present: Finch, Drake, Blue, Greeley, Isbell. The Mayor asked if any of the councilmen or anyone in the au- dience wished the minutes of the previous meeting or any part thereof read. No one responded, and the reading of the minutes was waived. The regular monthly demands were approved on motion of Council- man Blue, seconded by Councilman Greeley and the following roll -call vote: AYES, COUNCILMEN: Finch, Drake, Blue, Greeley, Isbell NOES, COUNCILMEN: None ABSENT COUNCILMEN: None The Mayor announced that the monthly report of receipts and disbursements was on file in the office of the City Clerk. On motion of Councilman Drake, seconded by Councilman Blue and carried, the report was approved. COMMUNICATIONS. The City Engineer recommended acceptance of the work completed by the Sully- Miller Contracting Co. in the improvement of Balboa Blvd. from 15th to 12th Street, and the improvement of 15th Street, in actor- Sully - Miller work dance with plans, specifications and construction documents. On motion accepted. Impr. Bal. of Councilman Drake, seconded by Councilman Greeley, the work was ac- Blvd. cepted by the following roll call vote: AYES, COUNCILMEN: Finch, Drake, Blue, Greeley, Isbell NOES, COUNCILMEN: None ABSENT COUNCILMEN: None The City Engineer reported that W. A. Robertson and Company has completed the installation of the water line on Balboa Blvd. in accor- dance with plans, specifications and construction documents, and recom- W.A.Robertson work mended acceptance of the work. On motion of Councilman Blue, seconded accepted, water line by Councilman Greeley, the work was accepted by the following roll call vote: on Balboa Blvd. AYES, COUNCILMEN: Finch, Drake, Blue, Greeley, Isbell NOES, COUNCILMEN: None ABSENT COUNCILMEN: None The John J. Swigart Company requested an extension of 60 days to complete certain conditions precedent to the confirmation of the assessment for the improvement of alleys between 11th and 19th Streets, as set forth in Resolution of Intention No. 3819, thus extending the com- pletion date under the contract to May 21st, 1951. On motion of Coun- cilman Greeley, seconded by Councilman Finch and carried, the requested extension was granted. The Woman's Civic League of Corona del Mar and Balboa Island, through Mrs. Carl G. Waldeck, corresponding secretary pro tem, asked that the City Council request the State Park and.Recreation Commission -to make a survey of the park and recreational needs of the community. Councilman Finch pointed out that a City Park and Recreation Commis- sion is now being organized and moved that action on the League's request be deferred. The motion was seconded by Councilman Drake and carried. Swigart 60 day e xtns. A petition signed by officers and directors of the Balboa Improvement Association asking that the center strip of Balboa Blvd. between the curbing not already surfaced be left for soil and planting along with the circular spaces at the street ends, was presented. Councilman Greeley moved that the petition be referred to the City Manager for study and such report as he wishes to make. The motion was seconded by Councilman Blue and carried. The application of David M. Hurd, representing the National Library Association, for an exempt license to solicit magazine sub- scriptions house to house within the City was referred to the City Attorney for investigation as to the Association's compliance with Interstate Commerce requirements, on motion of Councilman Finch, se- conded by Councilman Drake and carried. Petition re parkways in Balboa Blvd. App1.D.Hurd,Magazine Sub. Ex. Lic. 450 The application of Walter P. Rhodes for a license to operate Lee's Donut Shop at 2903 Newport Blvd., being in the correct zone and VJ,P.Rhodes, Opr. having been approved by the Health Officer, was granted on motion of Lee's Donut Shop Councilman Greeley, seconded by Councilman Blue and carried. A letter from Joseph W. and Louise B. Hebert urging that in fairness to established businesses the license fee for knife sharpening Hebert - knife should be raised from the present 41.00 per year to conform with other sharpening. business licenses, was read and referred to the City Manager for study on motion of Councilman Greeley, seconded by Councilman Finch and carried. NEW BUSINESS. The Clerk announced that this was the time and place set for the opening of bids for the construction of a comfort station on the State Beach Bids - Comfort Sta. at Corona del Mar. The following bldk; were opened and read: CDM Beach The application of Claire Cammert for a permit to construct a pier and float, subject to War Department approval, on Lot 2, Block 335, Canal Cammert - Pier & Float Section, having been approved by the Joint Harbor Committee, was granted on motion of Councilman Drake, seconded by Councilman Greeley and carried. The application of Charles Grant to construct a pier and float at Lot 3, Block 239, Canal Section, subject to War Department approval, having Grant - Pier & Float been approved by the Joint Harbor Committee, was granted on motion of Coun- cilman Greeley, seconded by Councilman Blue and carried. The application of Mr, and Mrs. James A. Harris for permit to con- struct a bulkhead at Lot 65, Balboa Coves, having been approved by the Joint Harris - Bulkhead req. Harbor Committee, was granted on motion of Councilman Greeley, seconded by Councilman Blue and carried, The application of J. A. Beek for permit to replace wooden bulk- head with 10 inch reinforced cement slab bulkhead at the Ferry Landing on Beek - Bulkhead,Ferry Agate Ave., having been approved by the Joint Harbor Committee, was grated Landing on motion of Councilman Greeley, seconded by Councilman Blue and carried. 1 C u J Island Construction Co. - - - - - $9057.00 South Coast Construction Co.- - - 9957.00 William P. Mealey, being the Contr. to Mealey low bidder and authorizing the Mayor and City Clerk to authorize same, was .adopted by the following roll call vote: AYES, COUNCILMEN: Finch, Drake, Blue, Greeley, Isbell NOES, COUNCILMEN: None ABSENT COUNCILMEN: None Letters from Norinne M. Schisler and Dr. Arnold M. Scholz rela- tive to the proposed improvement of the alleys north of the Coast Highway Letters - Schisler in Corona del Mar were presented and tabled for consideration at the sche- & Scholz,rel, alleys duled hearing on the improvement April 9th, 1951, on motion of Councilman CDM, N.o£ Hwy. Finch, seconded by Councilman Blue and carried. The City Engineer presented plans and specifications for 450 feet of 15 inch corrugated metal pipe for installation in 10th Street, relative C.E.r equest 450 ft. to the improvement of the final, three blocks of Balboa Blvd. He recommended that bids be asked for the furnishing and installation of this pipe, and on 15" Cor.Metal Pipe motion of Councilman Greeley, seconded by Councilman Finch, the plans and specifications were approved and the City Clerk was instructed to advertise for bids to be opened April 9th, by the following roll call vote: AYES, COUNCILMEN: Finch, Drake, Blue, Greeley, Isbell NOES, COUNCILMEN: None ABSENT COUNCILMEN: None The City Engineer presented plans and specifications for the in- stallation of 24 inch concrete cylinder water line from the Monrovia Street Reservoir to Placentia and Superior Avenues. On motion of Councilman Blue C.E. Request 24" Cone. seconded by Councilman Greeley, the plans and specifications were approved Pipe, and the City Clerk instructed to advertise for bids to be opened April 9th, by the following roll call vote: AYES, COUNCILMEN: Finch, Drake, Blue, Greeley, Isbell NOES, COUNCILMEN: None ABSENT COUNCILMEN: None The City Engineer presented plans and specifications for 1000 ft. of 12 inch pipe to be used in completing the drainage of Balboa Blvd., the City to perform the installation, and on motion of Councilman Blue, seconded C.E. The application of Belson-Patton for permit to construct a seawall on Lot 24, Tract 1011, Balboa Coves, being on the channel, was N.Patton - Seawall granted on motion of Councilman Greeley, seconded by Councilman Blue and carried. The ap�,pplication of Dean Saum for permission' to construct a seawall on Lot 7j; Block 636, Canal Section, was granted on motion of Saum - Seawall Councilman Greeley, seconded by Councilman Blue and carried. The City Manager stated that the requirements of the Coast Guard for installation of navigation lights on Bay Bridges had been Lights - Bay Bridges. modified to include only two bridges -- the Balboa Island and Lido Island structures. He stated that the Coast Guard had found other bridges In the harbor so little used at night that lights were not deemed necessary. The City Manager also reported that he was in receipt of a letter from the League of California Cities urging support for pending Assembly and State Senate legislation designed to end the taxation of Ending- Taxation of cities to provide municipal services for unincorporated areas. The motion was seconded by Councilman Finch and carried. At the request of Councilman Drake, the City Engineer stated that the proposed septic tank for the comfort station at Corona del Mar would be about 300 feet from the beach, whereas the Health Department Septic Tank,_ CDK estimates that a distance of 50 feet is sufficient toprevent pollution. Beach Rest Aooms The City Engineer also stated that a petition is now in circulation for the installation of a sewer system along the Corona del Mar bluff in that section, to which the Comfort Station would eventually be connected.
