June 11th, 1951.
The City Council of the City of Newport Beach met in regular
session in the council chambers of the City Hall at the hour of 7:30 P.M.
The roll was called, the following members answering present:
Finch, Ramsey, Blue, Greeley, Isbell.
The Mayor asked if any of the councilmen or anyone in the
audience wished the minutes of the previous meeting or any part
thereof read. No one responded, and the reading of the minutes was
waived.
The regular monthly demands, having been approved by the
Finance Committee and signed by the Mayor and City Clerk, were ordered
paid on motion of Councilman Blue, seconded by Councilman Greeley and
carried by the following roll call vote:

ABSENT COUNCILMEN: None
The Mayor announced that the monthly report of receipts
and disbursements was available in the office of the City Clerk, and
on motion of Councilman Blue, seconded by Councilman Finch and carried,
the report was ordered filed.

The'Lido Isle Community Association requested a lease cover-
ing certain parcels on Lido Isle, for a period of 25 years, to replace
the present lease which expires December 5th, 1963. On motion of Coun-
cilman Finch, seconded by Councilman Greeley and carried, the request
was referred to the City Attorney for drafting of a new lease.
The Board of Directors of the Chamber of Commerce expressed
their appreciation of the paving of Balboa Blvd. and requested consid-
eration for further development and widening of the Boulevard to its
intersection with Highway 101. On motion of Councilman Finch, second-
ed by Councilman Greeley and carried, the letter was ordered filed.
Letters from E. A. Dudley and James B. Stoddard urging the
designation of the Corona del Mar State Beach as a restricted swimming
area, asking for police patrol of the area, and urging that use of
Lot A for public purposes be stopped, were read. On motion of Coun-
cilman Finch, seconded by Councilman Ramsey, the requests were referred
to the City Manager for investigation of the police problem and traffic
conditions, and the possibility of establishing a restricted swimming
area there.
Mrs. Kenneth G. Cooling, corresponding secretary of the
Corona del Mar Women °s Civic League, requested an investigation of
oil on the beach at Buck Gully, stating that in the belief of the
League, the oil came from the well now being drilled above Corona
del Mar by the Shell Oil Company. Councilman Finch pointed out
that this source was doubtful, inasmuch as no oil had yet been
reached in the drilling, but moved that the condition be investigat-
ed by the City Manager. The motion was seconded by Councilman Ramsey
and carried.
A letter from Ariel Hoegee, urging that the operation of
bait receivers as a convenience to sport fishermen be continued with-
in the Bay, was read. On motion of Councilman Greeley, seconded by
Councilman Ramsey, the City Clerk was instructed to write Mr. Hoegee
that an ordinance regulating the receivers was now in process of adop-
tion, and the letter was ordered filed.
The application of the Wynn's Studio of Los Angeles for a
license to solicit color photography in the home was presented, and
on motion of Councilman Finch, seconded by Councilman Greeley and
carried was referred to the City Manager for investigation and report.
A resolution from the West Newport Beach Improvement Asso-
ciation urging the Council to take such steps as might be necessary
to obtain a postponement of the Macoil Corporation0s application to
drill a well in the area of the three Jergins wells, and to retain
the contract covering the Jergins oil drilling operations in its
present status for two weeks, was presented. Mayor Isbell pointed
out that no change was contemplated in the present status of the
Jergins contract. A letter from Mrs. Geraldine T. Stewart request-
ing the City Council to ask the Orange County Board of Supervisors
to delay the granting of oil drilling permits for 30 days in order
that they might be studied, was read. Mr. Edward Healy, speaking
from the floor, stated that the League of Civic Associations, at
its last meeting, had gone on record as urging the 30 day delay in
the issuance of further oil permits. Mayor Isbell pointed out that
the Board of Supervisors was capable of making its own decisions,,
and that he felt that an attempt by the City Council to advise the
County what to do in their own territory would be overstepping the
jurisdiction of the City Council. After some discussion from the
floor, the requests for delay were tabled on motion of Councilman
Finch, seconded by Councilman Greeley and carried by the follow-

UNFINISHED BUSINESS.
The City Clerk reported that this was the time and place set
for a continued hearing on the confirmation of the assessment for the
paving of alleys between 11th and 19th Streets. Mayor Isbell declared
the hearing open. Mr. Edward Healy, stating that he represented the
Central Newport Civic Association, said that he had been assured the
paving would last for 15 years, and than all defects would be remedied
by the contractor. Under those circumstances, he said that the Central
Newport Civic Association would withdraw its objections to the assessment.
After a fair and impartial hearing having been granted to all
persons desiring to be heard in said matter, and all appeals or objections
having been heard and fully considered and the City Council being satisfied
with the correctness of the assessment and diagram, it was moved by Coun-
cilman Greeley that all appeals and objections be overruled and denied,
and that the assessment and diagram be confirmed and approved, and that
the Superintendent of Streets shall forthwith attach a warrant to said
assessment, bearing the date of this order of the City Council, which
motion was seconded by Councilman Ramsey and carried by the following
roll call vote:

The City Clerk reported that this was the time and place set
by Resolution of Intention 3551 for a hearing on the proposed closing up,
vacation and abandonment of a portion of the alley between Miramar Drive
and Seville Avenue, more particularly described as follows:
A portion of that alley as shown upon a map of Tract 945,
recorded in Miscellaneous Maps, Book 30, Pages 6 and 7,
Records of Orange County, State of California, and more
particularly described as follows:
Beginning at the most southerly corner of Lot 15 of said
Tract No. 945; thence northwesterly along the southwester-
ly line of said Lot 15 to the most westerly line of said
Lot 15; thence southerly along the southerly prolongation
of said most westerly line to its intersection with the
northwesterly prolongation of the most southerly line of
Lot 16 of said Tract 945; thence southeasterly along
said northwesterly prolongation to a corner of said Lot
16, Mich corner is 61.91 feet northwesterly from the most
southerly corner of said Lot 16; thence northwesterly along
the southwesterly line of said Lot 16, to the point of
beginning.
The Mayor declared the hearing open and called for comment
from the Council or from the floor. No one responded, and on motion

Mayor Isbell stated that the request for removal of certain

Ramsey said that the number of trees under consideration had increased
from 2 to 16, and that he now had appointments to confer with the Balboa
Island Improvement Association and the Balboa Island Businessmens° Asso-
ciation. Mayor Isbell asked that Councilman Ramsey, Park Superintendent
Macdonald and Street Superintendent Covert confer on the proposed tree_;
removals and report at the next meeting. Councilman Finch so moved, and
the motion was seconded by Councilman Greeley and carried.
Councilman Finch stated that conditions in Buck Gully had
reached a point where the installation of rest rooms was urgently needed.

The City Engineer stated that he had an idea for a concrete structure,

and submit a report.
