Planning Commission Resolution 481, being a resolution de-
nying the application of Ted Russell for a rear yard variance at 124

Reddick, in order to investigate the possibilities of removing the Paci-

Blvd. and Dalboa 61vd., as a single project. He said that the financ-
ing of the three phases of the project would tie in together, and that
nothing could be done without acquisition of the Pacific Electric prop-
erty. Therefore, he said he was in accord with the suggestion of the
business men, that an expanded committee be appointed to get in touch
with the Pacific Electric Co.
Councilman Ramsey said that many things have changed in the
two years since the Cmt -Off plan was first contemplated. He said that
'
he was in favor of using the 31st Street Cut -Off, but believed that it
should be tied in with the acquisition of the Pacific Electric property.
Councilman Finch said he thought the project needed more
study, and that he was in favor of following it through.
Councilmen Greeley and Blue agreed that more study should
be given to the over -all picture.
The Mayor then called for comment from the floor, and Ben
Reddick, prefacing his comment with the statement that all five members

of the Council were vacillating hypocrites and liars, delivered a tirade,
in the course of which he stated that he would not serve on the Commit-
tee, that he would warn every committee hereafter appointed by the Coun-
cil that it could not expect support from that body, and that he would
never let the Council forget its action in not going through with the
31st Street Cut -off. After Mr. Reddick got through, Mayor Isbell thanked
him. Councilman Finch said that neither names nor threats were going to
make him change his mind, that it seemed to him a bigger and better
idea had come along and that further study was needed. Mayor Isbell
'
said that everyone was primarily interested in getting the Pacific Elec-
tric Railway out of the business section, and that the consideration
of the over -all project in no way eliminated consideration of the 31st
Street Cut -Off. Harry Estus, spea$ing from the floor, said that 250
property owners, whose names were signed to the petition for consider-
ation of the over -all project, were ready to work with the Council.
After further dscwssioft, Mayor Isbell appointed R. L. Patterson, Tom
Henderson and James Miller to work with the existing committee and to
.negotiate with the Pacific Electric Railway, to see if an agreement
could be reached for the acquisition of Pacific Electric property East
of 58th Street.
