• The City Council of the City of Newport Beach met in regular
session in the council chambers of the City Hall at the hour of 7:30 P.M.
' The roll was called, the following councilmen answering present:

Report regarding control of oil well drilling by the County
Planning Commission, as requested by the League of Civic Associations,
was read, and on motion of Councilman Ramsey, seconded by Councilman
Greeley and carried, was ordered filed.
After discussion from the floor regarding the control of oil
drilling in county areas adjacent to the City, the report was taken
from the file and replaced on the agenda, on motion of Councilman
Greeley, seconded by Councilman Ramsey and carried.
Authority to purchase from Culbertson Motor Co. a 1951 Chev-
rolet truck cab and chassis as per specifications drawn up for a new
fire department squad truck, for the sum of 02,000.00, being the low-
est of three bids, was granted on motion of Councilman Blue, seconded
by Councilman Greeley, and the following roll call vote:

Authority to renew automotive fleet liability insurance with

Authority to purchase fire insurance for all automotive equip-

Ramsey, seconded by Councilman Greeley and carried.

LICENSE APPLICATIONS

the health officer, on motion of Councilman Greeley, seconded by Councilman
Ramsey and carried.

Resolution No. 7 of the Park, Beach and Recreation Commission,
• being a resolution recommending that the City pay its one -half share
of the expense of maintaining an elementary school recreational pro-
gram during 1951 in the amount of $1,466.13, part of which has al-
' ready been paid, was presented. On motion of Councilman Ramsey,
seconded by Councilman Greeley, the resolution was approved and
the expenditure authorized by the following roll call vote:

Resolution No. 488 of the Planning Commission, being a re-
solution granting a variance to permit the construction of a one -
car garage setback of 15 feet from the front property line at 734
Poppy Ave., Corona del Mar, to C. Lester Jones, was presented. On
motion of Councilman Greeley, seconded by Councilman Blue, the coun-
cil concurred with the Planning Commission in granting the variance
by the following roll call vote:

Resolution No. 489 of the Planning Commission, being a
resolution recommending that the application of Gladys Sidler for
a change in zoning from R -3 to C -1, of Lot 1, Block 13, Balboa Tract
(901 East Bay Ave.), be denied, was presented. On motion of Council-
man Ramsey, seconded by Councilman Blue, November 26th was set as
the date for hearing, and the Council chambers of the City Hall as
the place. The City Clerk was instructed to advertise the hearing
in accordance with the Municipal Code, and the motion was carried by

The Planning Commission returned its Resolution No. 473 re-
commending the re- zoning of Lots 1 to 11 inclusive, Tract 1026, which
had been referred back to the Commission. The Planning Commission
stated that the original findings and recommendations as embodied
in the resolution had been re- approved, and on motion of Councilman
Greeley, seconded by Councilman Ramsey, a hearing was set for November
26th in the Council chambers of the City Hall, and the City Clerk was
instructed to advertise the hearing in accordance with the Municipal
Code. The motion was carried by the following roll call vote:

The City Clerk was instructed to arrange for the conducting
of a scrap metal drive, in accordance with a request from the Produc-
tion Section of the Department of Commerce.
Resolution No. 3923, being a resolution rescinding the action
of the City Council in passing to second reading Ordinance No. 653, be-
ing an ordinance prohibiting automobiles on public piers, was adopted
