' The City Council of the City of Newport Beach met in regular
session in the council chambers of the City Hall at the hour of 7:30 P.M.
The roll was called, the following councilmen answering present:
Finch, Ramsey, Blue, Greeley, Isbell.
Certain demands, having been approved by the Finance Committee
and signed by the Mayor and City Clerk, were ordered paid on motion of
Councilman Blue, seconded by Councilman Greeley and the following roll
call vote:

A letter from the Balboa Improvement Association urging care-

considered, was read, and on motion of Councilman Finch, seconded by

Councilman Greeley and carried, a committee comprising Councilmen Ramsey
and Greeley and the City Manager was appointed, to investigate and report.
Notification was received from the Metropolitan Water District
that it would be necessary to adopt a resolution before December 10th if the

City desired to pay any part of the Metropolitan Water District cost from
the General Fund. On motion of Councilman Greeley, seconded by Councilman
Ramsey, the letter was ordered filed.
The City Engineer submitted the recommendation of the Joint
Harbor Committee that floats in the North Channel between the southerly
prolongation of the common lot line between Lots 59 and 60 of Tract 1011
and the Rivo Alto channel, be allowed to extend a distance of 30:feet

of the City records for the year ending June 30, 1952, and on motion of

UNFINISHED BUSINESS.
The application of R. G. Conrad to cut the curb on Park Avenue
between Emerald Avenue and the alley, which was tabled at the previous meeting

The City Clerk announced that this was the time and place set for
a hearing, on recommendation of the Planning Commission, that Lots 1 to 11

re- zoning; ulations. The Mayor declared the hearing open, and asked if the required
stipulations had been complied with. The City Engineer stated that the Citizens

the hearing to December 10th„ pending receipt of the deed.
The Clerk announced that this was the time and place set for hearing
on the recommendation of the Planning Commission regarding the application of

rezoninC. Cont. Max Hurwitz, representing Mrs. Sidler, urged that the lot be rezoned. Mr. Roger
Van Pelt, owner of the adjoining property, spoke from the floor urging that it
be continued as R -3. Councilman Finch suggested that there was a possibility
that compromise might be reached between the Sidlers and the Van Pelts, and on
motion of Councilman Finch, seconded by Councilman Ramsey and carried, the hear-
ing was continued to December 10th.

chase of corrugated metal pipe for the drainage of Balboa Blvd. west of 30th
Street, as follows: 300 feet of S inch, 2,000 feet of 12 inch and 100 ft.
of 18 inch.
On motion of Councilman Blue, seconded by Councilman Greeley and
carried, the plans and specifications were approved.
The City Clerk was instructed to call for bids for the corrugated
metal pipe to be opened on December 10th, on motion of Councilman Blue, se-
conded by Councilman Greeley and carried by the following roll call vote:

proposed that the entire length of Alternate 101 within the Cith should be
known as Coast Highway, and further, that the section to the East of the
ne Highioav name chC. Upper Bay BPidge be known as East Coast Highway, and the section to the
West be known as West Coast Highway. On motion of Councilman Greeley, second-
ed by Councilman Blue and carried, the City Attorney was instructed to prepare
the necessary ordinance and the City Manager was instructed to contact the
Board of.Supervisors of Orange County to see if that section of Alternate 101
within the County could not be renamed Coast Highway in conformity with the
sections within the City.
The report of the Traffic Committee, on the request of the Test -New-
Seashore ter. port Beach Association for prohibition of parking on Seashore Drive between
Per'-in^ problem Orange Avenue and 37th Street was presented, stating that inasmuch as condi-
tions at this season of the year were not urgent, it was recommended that ac-
tion on installation of signs be deferred. On motion of Councilman Finch, se-
conded by Councilman Ramsey and carried, the report of the Committee was ac-
cepted.
Councilman Blue requested permission to leave the State, which was
granted on motion of Councilman Ramsey, seconded by Councilman Greeley and
carried.
On motion of Councilman Blue, seconded by Councilman Finch and
carried, the meeting was adjourned, sine die.
