The City Council of the City of Newport Beach met in regular session in the council chambers of the City Hall at the hour of 7:30 P.M. The roll was called, the following councilmen answering present: Finch, Ramsey, Blue, Greeley, Isbell. The Mayor asked if any of the councilmen or anyone in the au- dience wished the minutes of the previous meeting or any part thereof read. No one responded, and the reading of the minutes was waived. The regular monthly demands, having been approved by the Finance Committee and signed by the Mayor and City Clerk, were ordered paid on motion of Councilman Blue, seconded by Councilman Ramsey and carried by the following roll call vote: AYES, COUNCILMEN: Finch, Ramsey, Blue, Greeley, Isbell NOES, COUNCILMEN: None ABSENT COUNCILMEN: None REGULAR ORDER OF BUSIi�, ',SS !!AIV�D. The monthly report of receipts and disbursements was presented, and on motion of Councilman Finch, seconded by Councilman Ramsey, and carried, was ordered filed. COMKUNICATICNS. The City Manager recommended that the $19.00 per month cost of living bonus which expires on January 1st, 1952, be continued for a pe- CoFt of Living bonus riod of six months up to and including June 30, 1952. The recommendation of the City Manager that a position to be known as "Finance Officer" be created with a salary range from $357 to $429 per Finance Officer month was presented. The Mayor pointed out that the City Treasurer, who had hitherto combined the duties of Finance Officer and Treasurer, was to :,o.!ition crested retire in April. A letter from Francis J. Horvath, President of the West Newport Beach Improvement Association, asking for installation of lights at the ' Lights for ramp northwest ramp of the overpass, was read, and on motion of Councilman Finch, seconded by Councilman Ramsey and carried, was referred to the City Manager. On motion of Councilman Greeley, Heouesc for street seconded. by Councilman Ramsey and carried, the petition was referred to the improvement City Engineer for a report as to the feasibility of improving the street at this time. A letter from Attorney Galvin Keene, representing Wayn$ Hunter, whose application for a license to operate a serve - yourself gasoline sta- tion at the northeast corner of Coast Highway and Marigold Avenue in Corona Hunter, Serve- del Mar, was denied at the November 27th meeting, was read. LICENSE APPLICATIOFS. The application of Edward b. The application of Major William Mills, Salvation Army, for an exempt license to sell the "War Cry" from store to store, was granted on motion of Councilman Blue, seconded by Councilman Ramsey and carried. The Clerk announced that this was the time and place set for the continued hearing on the application of Gladys Sidler to re -zone Lot 1, Block 13, Balboa Tract, from R -2 to 0-1. The Mayor declared the hear- ing open. Attorney Max Hurwitz, speaking from the floor, said that the restriction covering construction in a C -1 zone complied with the restric- tion for an R -3 zone twhen the zones were mixed) and therefore any objec- tion to the change on the grounds of set -backs was removed. Mr. and Mrs. Van Pelt, speaking from the floor, protested the change. Speak- ing from the floor, Mrs. Robert Lynn of Corona del Mar protested the pro- ' posed change in zoning on the grounds that it would destroy the beauty of that section of the Corona del Mar bluff. Also speaking in protest were William Kilgore, Leroy Fay and Mr. Robert Lynn. Attorney George Pen- ney urged the change in zoning. On motion of Councilman Greeley, seconded by Councilman Blue and carried, authority was granted.
