The roll was called, the following councilmen answering present: Finch, Ramsey, Blue, Greeley, Isbell. The Mayor asked if any of the councilmen or anyone in the au- dience wished the minutes of the previous meeting or any part thereof read. No one responded, and the Mayor declared the minutes approved as written. The regular monthly demands, having been approved by the Finance Committee and signed by the Mayor and City Clerk, were ordered paid on motion of Councilman Blue, seconded by Councilman Finch and carried by the following roll call vote: AYES, COUNCILMEN: Finch, Ramsey, Blue, Greeley, Isbell NOES, COUNCILMEN: None ABSENT COUNCILMEN: None The monthly report of receipts and disbursements was presented, a.nd on motion of Councilman Blue, seconded by Councilman Finch and car- ried, the report was ordered filed. The Balboa Bay Club, pointing out that the circulation of their magazine "The Bay Window" served as an advertising medium for the City, ' City* to *,naive % and that it was operating at a loss, asked that the City's percentage of of acv. rever_ue the magazine's advertising revenue be waived for the past eight months from "Bay "'_n:o -" and for the year to come. On motion of Councilman Finch, seconded by Coun- ma� -azine to Anr.-/l cilman Greeley, the percentage requirement of the magazine's advertising 1''G2. income was waived for the past eight momths and for the period ending August 31st, 1952. It was also stipulated that the waiver should not be construed as in any way affecting the percentage rental requirements on the Club's gross business. Voigt, field representative of the Housing and Home Finance Agency, a federal bureau, pointed out that the sum of $64,260.00 "Slum Clearances' was available for slum clearance in this city under the Federal Bureau's rejecte(, Fec.eral program. A resolution from the Newport Harbor Board of Realtors protest - Aic. ing the acceptance of such federal funds and condemning the use of public funds to nay salaries and expenses of field representatives soliciting mu- ' nicipalities, also was presented. On motion of Councilman Finch, seconded by Councilman Greeley and carried, the offer of the Housing and Home Fi- nance Agency was ordered filed. Mr. Charles Razy and Carl L. Thomas, Pres- ident of the Newport Harbor Board of Realtors, spoke from the floor pro- testing the use of federal funds. A reouest from Burton W. Chace, Mayor of the City of Long Beach, for adoption of a resolution petitioning the Congress of the United States Mayor C'race, L.^cr- to act favorably upon and adopt Bill S 940 or H. R. 4484 now pending, was re scn to bills. read. These bills, Mayor Chace declared, opposed the Federal Government's on ti'elsn`s. campaign to seize the coastal submerged lands and resources of the States. RES. 39,0. The application of Sandy Steiner for a license to operate a billiard parlor at 1017 Coast Highway, Corona del Mar, having been referred to the Police Department at a previous meeting, was again presented. The S.Stclncr, F3111icrc Chief of Police reported that he was unable to find any legal grounds for opposing the license, and therefore recommended its granting, with the understanding that the licensee is not to operate a card room in connec- tion with the billiard parlor. The City Manager requested authority to purchase 500 feet of 3/4 inch fire hose for the new fire truck. He stated that he had received three informal bids, that of John F. Wardlaw Fire Equipment Co. being the low bid, in the amount of $497.04. On motion of Councilman Blue, seconded by Councilman Finch, the purchase was authorized from the Wardlaw Co. by the following roll call vote: • AYES, COUNCILMEN: Finch, Ramsey, Blue, Greeley, Isbell NOES, COUNCILMEN: None ABSENT COUNCILMEN: None The City Manager stated that the awarding of service pins to ' City employees and of identification cards to retired employees had been under consideration for some time, and that such pins and cards were now available. He said that there were 30 city employees with more than ten years of service, and one with 32 years of service. He asked authority to purchase 50 pins for $225.35, and. 25 identification cards for $91.25. On motion of Councilman Blue, seconded by Councilman Greeley, the purchase was authorized by the following roll call vote: AYES, COUNCILMEN: Finch, Ramsey, Blue, Greeley, Isbell NOES, COUNCILMEN: None ABSENT COUNCILMEN: None Mayor Isbell stated that the City employees deserved commen- dation for their efforts in connection with the floating Christmas tree and the Christmas decoration of the City Hall and grounds. On motion of Councilman Ramsey, seconded by Councilman Blue and carried, a letter of commendation was ordered directed to the City Employees' Association. The City Manager stated that concrete ends for park benches could be purchased from the Art Concrete Works of Pasadena for $6.75 per set, and suggested that 100 pairs of ends would enable the construction of 100 park benches at the corporation yard at a minimal cost.
