The roll was called, the following members answering present: Blue, Greeley, Finch, Ramsey, Isbell. The Mayor asked if any of the councilmen or anyone in the au- dience wished the minutes of the previous meeting or any part thereof, read. No one responded, and the Mayor declared the minutes approved as written. Certain demands, having been approved by the Finance Committee and signed by the Mayor and City Clerk, were ordered paid on motion of Councilman Blue, seconded by Councilman Greeley and the following roll call vote: AYES, COUNCILMEN: Finch, Ramsey, Blue, Greeley, Isbell NOES, COUNCILMEN: None ABSENT COUNCILMER None COMMUNICATIONS. • The City Manager reported that the State Highway Division was installing two additional warning signs at the intersection of Mac Arthur Warning signs to be Blvd. and Coast Blvd., and on motion of Councilman Finch, seconded by installed at McArthur & Councilman Ramsey and carried, the letter was ordered filed. 101 Hwy. On motion of Councilman Ramsey, seconded by Councilman Blue, the extension was granted by the following roll call vote: AYES, COUNCILMEN: Finch, Ramsey, Blue, Greeley, Isbell NOES, COUNCILMEN: None ABSENT COUNCILMEN: None The Civil Service employees of the Fire and Police Department asked that the proposed amendment to the Civil Service Ordinance modifyy- le ing the residential requirements be placed on the ballot at the City ec- tion April 8th. City Attorney Blodgett explained that the amendment could be made either by vote of the people or by ordinance of the Council, and stated that the amendment by ordinance of the Council was legal. R. J. Briscoe , speaking for the Civil Service employees, said that they were not opposed to the amendment as such, but were interested in the legal- ity of the proceedings. On motion of 9ouncilman Finch, seconded by Councilman Blue and carried, the letter was ordered filed: Three letters of protest against the granting.of a license for the operation of a "pet shop" at 1210 Coast riighway, Corona del Mar, ' from Clinton C. Emmerson, DDS, Sam Kauffman and Mabel E. Landaker, were read. On motion of Councilman Greeley, seconded by Councilman Blue and carried, the letters were ordered filed for consideration when the ap- plication for license is received by the Council. The City Clerk advised the City Council that this was the time _and place fixed pursuant to statute and notice given for the hearing in • the matter of the assessment for the construction of a street lighting system in Balboa Coves, Tract 1011, as contemplated in Resolution of Intention No. 4000, adopted by the City Council on the 9th day of July, 1951. The City Clerk also informed the said �;Ity Council that affida- vits of the mailing, posting and publications of the Notice of Filing Assessment were on file in his office, and that no written appeals or objections had been filed in his office prior to the date set for the hearing. The Mayor then asked if there were any interested persons pre - sent desiring to be heard in said matter, and all appeals or objections presented having been heard and fully considered, and the City Council being satisfied with the correctness of the Assessment and diagram, it ' was moved by Councilman Finch that all appeals or objections be over- ruled and denied, and that the assessment and diagram be confirmed and approved, and that the Superintendent of Streets shall forthwith attach a warrant to said assessment, bearing the date of this order of the City Council, which motion was seconded by Councilman Ramsey and carried by the following vote: ' AYES, COUNCILMEN: Finch, Ramsey, Blue, Greeley, Isbell NOES, COUNCILMEN: None. ATTEST: • ity Clerk l._I o The City Engineer reported that the bid of Trautwein Brothers • in the amount of $17,106.50 for the installation of under -bay water lines from Balboa to Balboa Island was low among the bids submitted at the meet- Contract for Under -bay ing on February llth, and recommended that the contract be awarded to Pipelines Awd. to Trautwein Brothers. On motion of Councilman Finch, seconded by Council- Trautwein Bros. man Ramsey, the contract was so awarded by the following roll call vote: AYES, COUNCILMEN: Finch, Ramsey, Blue, Greeley, Isbell NOES, COUNCILMEN: None ABSENT COUNCILMEN: None The City Engineer stated that he had received three bids for the Marble house at 3019 Balboa Blvd. as follows: Marble House sold to Francis Horvath for Angel Garcia: An offer to remove the Ledtke for $35.00 house without cost to the City. To include removal of same by him. F. H. Jones: An offer to remove the house and pay $20.00. T. B. Ledtke: An offer to remove the house and pay $35.00.
