The City Council of the City of Newport Beach met .
in regular session in the Council Chambers in the City Hall
Roll Call at 7:30 p.m. The roll was called, the following members being
present: Smith, Finch, Bennett, Isbell, and Miller.
The City Clerk gave the invocation. ,
On motion of Councilman Finch, seconded by Councilman
Minutes approved Bennett and carried, reading of the minutes of the previous
meeting was waived and they were declared approved as written.
Demands approved Regular monthly demands, having been approved by the
Finance Committee, were approved and ordered paid on motion of
Councilman Bennett, seconded by Councilman Isbell and carried
by the following roll call vote, to wit:

COMMUNICATIONS°
Margaret H. Cox, CDM, A letter from Margaret H. Cox, 304 Larkspur Avenue,
complains,of short -wave Corona del Mar, complaining about shortwave interference with
interference in radio & radio and television was read. On motion of Councilman Finch,

The Park, Beach and Recreation Commission suggested that Park Commission recommend
the bait barge moored off Corona del Mar beach be moved to another removal of bait barge off
location as a result of complaints concerning noise and trash CDM beach.

Fire Chief R. J. Briscoe requested permission to attend

The Balboa Island Improvment Association . complained of
picnicking on the beaches and on motion of Councilman Smith,
seconded by Councilman Bennett and carried, the complaint was
referred to the City Manager.
The Balboa Island Improvment„Association complained
that streets and sidewalks on the Island were not kept clean
during the summer. Councilman Smith pointed out that it was
the responsibility of the individual property owner to clean
the sidewalks in front of his property and on motion of Coun-
cilman Isbell, seconded by Councilman Smith and carried, the
complaint was referred to the Street Department.
A total of 39 communications opposing the chars
collection of trash and garbage levied in Resolution No.

discussion from the floor, in opposition to the charges,
Miller moved that Resolution No. 4115 be rescinded. The

The City Engineer presented plans and specifications
for the re- roofing of the Corona del Mar reservoir at an esti-
mated cost of $1,500. On motion of Councilman Finch, seconded
by Councilman Bennett and carried, mwxmd tkxt the plans and
specificationsysxe approved and the City Clerk was instructed
to call for bids to be opened on August 24th, 1953.
The City Engineer presented plans and specifications
for the improvement of lst and 3rd Avenues, in Corona del Mar,
at an estimated cost of $18,800. On motion of Councilman
Finch, seconded by Councilman Isbell and carried, the plans
and specifications were approved and the City Clerk instructed
to advertise for bids to be opened and read on August 24, 1953.
The City Engineer reported that the request of the
West Newport Improvement Association for a temporary roadway
along the northeast portion of the Pacific Electric Railway
Company right -of -way between 31st and 47th Street had been re-
ferred to the Pacific Electric Company and rejected by the
