April 20, 1954
The City Council of the City of Newport Beach met in
Adjourned regular Meetingan adjourned regular meeting at the hour of 4:00 p.m. in the
Council Chambers of the City Hall. ,
Roll Call The roll was called, the following members being
present: Smith, Finch, Isbell, Bennett, & Miller.
On motion of Councilman Isbell, seconded by Councilman
Minutes approved Bennett and carried, reading of the previous minutes was waived
and they were declared approved as written.
On motion of Councilman Isbell, seconded by Councilman
Demands approved Finch, certain demands were approved and ordered paid, having
been Approved by the Finance Committee, on the following roll
call vote, to wit:
AYES, COUNCILMEN: Smith, Finch, Isbell, Bennett, Miller
NOES, COUNCILMEN: None
ABSENT COUNCILMEN: None
COMMUNICATIONS:
Chamber of Commerce pro- A letter from the Newport Harbor Chamber of Commerce
tests unfavorable pub- was read protesting a ainst some of the articles published in
licity by L.A. newspapersLos Angeles newspapers regarding student activities during .
re: Easter Week Easter Week. The Chamber pointed out that true conditions as
they existed were not portrayed. A similar letter from the
Balboa Improvement Assochtion pointing out that the Easter
Week crowd was one of the best behaved in recent years and
urging that protests be made to papers unfair in their publi-
cation of news regarding the week also was read. '
On motion of Councilman Isbell, seconded by Councilman
Council to ask papers to Bennett, the council went on record protesting the unfavorable
correct false statements publicity given the city by certain Los Angeles newspapers and
put out. asking that an effort be made by these papers to correct false
impressions given by stories that were unsupported by facts or
police records. The motion was carried by the following roll
call vote, to wit:
AYES, COUNCILMEN: Smith, Finch, Isbell, Bennett, Miller
NOES, COUNCILMEN: None
ABSENT COUNCILMEN: None
The City Clerk reported that 103 absentee ballots had
been issued and 100 ballots had been voted. Of the 100 absentee
ballots received 4 were invalidated by lack of signatures on
Absentee ballots counted the identification envelope. Mayor Miller appointed Councilmen
Bennett and Finch as tellers and the vote of the city election
held on April 13th, 1954, was canvassed.
STATEMENT OF CITY CLERK
Clerk's statement re: I, C. K. PRIEST, City Clerk of the City of Newport Beach,
Election in Orange County, California, do hereby certify And declare that
a general municipal election was duly and regularly held in the
City of Newport Beach on April 13th, 1954, and that the result of
said election so held was as follows: ,
(a) That the whole number of votes cast in said City was
3,759*
(b) That the names of the persons voted for, the office
for which they were voted, the number of votes given in each
voting precinct to each of said persons, together with the whole
number of votes which they received in the entire city, were as
follows:

with the total number of "Yes" votes and the total number of "No"
votes received on said propositions were as follows:
PROPOSITION NO. 1
Shall Ordinance No. 710 of the City of Newport Beach, amending
Section 2601 of the Municipal Code of the City of Newport Beach,
providing for the levy and collection for the purpose of pro-
viding and maintaining the Public Library in the City of Newport
Beach, for each fiscal year, of a tax of ten cents (10¢) on each
One Hundred Dollars of the assessed valuation of all taxable
property within the City of Newport Beach which isaaxable therein
for municipal purposes, and providing for the fixing of said

Resolution N.. 4227 Resolution No. 4227, being a resolution declaring
Declaring results of the results of the election was adopted on motion of Coun-
election. cilman Finch, seconded by Councilman Isbell and carried
by the following roll call vote, to wit: •

NOES, COUNCILMEN: None '
ABSENT COUNCILMEN: None
Broering & Hill The loyalty oath and oath of office were administered to
seated Mrs. Dora 0. Hill and Lawrence B. Broering, Jr., the duly
elected councilmen and they were seated.
Councilman Miller resigned as Mayor and Councilman Smith
Miller resigned as tendered his resignation from the committees to which he had '
Mayor been appointed by Mayor Miller.
Acting as Mayor pro.tem, the City Clerk called for nomin-
ations for Mayor and Mrs. Dora 0. Hill was nominated by Councilman
Broering. The nomination was seconded by Councilman Miller.
There being no further nominations, Councilman Smith moved that
Mrs. Hill elected nominations be closed, the motion being seconded by Councilman
Mayor Bennett and carried. Mrs. Hill was elected Mayor by the '
following roll call vote, to wit:
AYES, COUNCILMEN: Smith, Broering, Miller, Bennett, Hill
NOES, COUNCILMEN: None
ABSENT COUNCILMEN: None
Adjournment On motion of Councilman Miller, seconded by Councilman
Smith and carried, the meeting was. adjourned.
