Resolution No. 4818, being a resolution of the City Council of
the City of Newport Beach accepting a Quitclaim Deed dated June
7, 1957, from Mrs. George Griffith, and consenting to its
recordation.
A letter was presented from the Public Works Director requesting
that certain improvements in Tract No. 3145, located in the vicinity of
16th Street and Superior Avenue, as specified in the Agreement between
the Newport- Balboa Industrial Enterprises and the City of Newport Beach,
be approved and the Subdivision Bond guaranteeing said improvements be
released. On motion of Councilman Hart, seconded by Councilman Atkinson
and carried, the recommendation of the Public Works Director was accepted
and the Subdivision Bond was ordered released.

carried, the meeting was adjourned to 4:30 P.M., May 27, 1958.

The City Council of the City of Newport Beach met in adjourned
regular session in the Council Chambers of the City Hall at the hour
of 4:30 P.M.
The roll was called, the following members being present:
Councilmen Hart, Somers, Atkinson and Stoddard; Councilmen Lorenz,
Kingsley and Higbie being absent.
A letter was presented from the City Clerk regarding the opening
of bids for the street lighting system in 17th Street, between Irvine
Avenue and Dover Drive in her office on May 27, 1958, at 10:00 A.M., in
' accordance with Council authorization of May 6, 1958. Four bids were
received; the low bid was submitted by E. D. Johnson & Company, in the
amount of $17,803.00. On motion of Councilman Hart, seconded by
Councilman Somers and carried, the letter from the City Clerk was ordered
filed.
A report, No. 57- 58 -37, from the City Manager and the Public Works
Director was read recommending that a contract for the construction of a
street lighting system in 17th Street, between Irvine Avenue and Dover
Drive, be awarded to E. D. Johnson & Company, the low bidder, in the
amount of $17,803.00. On motion of Councilman Hart, seconded by Council-
man Somers and carried, the report from the City Manager and the Public
Works Director was accepted.

Budget Amendment No. 171. On motion of Councilman Somers, seconded by Councilman Atkinson
and carried, Budget Amendment No. 171, in the amount of $2,785.00,
being a Budget Transfer from City .Council, Expense,.N.O.C. to
Insurance; costs of fire, fleet liability and surety bonds and false
arrest insurance not provided for in the original budget estimates,
was approved.
Budget Amendment No. 172. On motion of Councilman Somers, seconded by Councilman Atkinson
and carried, Budget Amendment No. 172, in the amount of $17,803.00,
being a Budget Appropriation from General Fund, Unappropriated Surplus,
to Electrical, Land Improvements; funds for street lights on 17th
Street, as part of the 17th Street, Irvine Avenue and Dover Drive
improvement project, was approved.

for a fire engine to replace Engine No. 4.
Increase in salary for On motion of Councilman Somers, seconded by Councilman Atkinson
Deputy City Clerk. and carried, the Deputy City Clerk's salary was increased $50 per
month during the absence of the City Clerk.
Re 19th Street beach The City Manager stated that the Parks, Beaches and Recreation
s e ter. Commission had appointed a committee to make a recommendation in regard
to the disposition of the 19th Street beach shelter and would report
to the Council at a later date.
The Council further brought out the fact that the approval of the
project by the Council had been sought after the project had been let
for bid and there had been no opportunity for the engineers of the City
to consult on either the theory of design or the ultimate design itself.
The Council offered to assist the Orange County Flood Control District in
any way possible, but it was determined that under the circumstances the
Council did not wish to accept any responsibility without more adequate
advice from experts on erosion and some assurance that the problem could
be solved.
Request for easement denied. Councilman Hart stated that the Flood Control District should arrange
a meeting with the property owners in the West Newport area in order
that they might have an opportunity to express their opinions. On motion
of Councilman Hart, seconded by Councilman Lorenz and carried, the request
of the Orange County Flood Control District for permission to construct
stone jetties on City land and the application for an Easement over City
land adjoining said jetty, were denied,..and the Orange County Flood Control
District was advised that any land needed should be acquired by action in
eminent domain.
Request for ordinance Mayor Stoddard read a letter dated May 27, 1958, from Herman R.
regulating licensing of Tate, Yellow and Mesa Cab; and Gilbert Seal, Seals Taxi, petitioning the
taxica s, et cetera. City Council to draft an ordinance regulating the licensing of taxicabs
and motor busses and the drivers thereof. The subject letter requested
further that provisions be established regulating fares, number of
automobiles on the streets, police inspection of drivers, safety inspection
of equipment in operation, the regulating of taxies per capita according
to public convenience and necessity, and that an increased number of taxi
stands be strategically placed throughout the City at the recommendation
and approval of the Police Department. On motion of Councilman Somers,

of Ocean Boulevard. A plot plan and perspective were attached for the
information of members of the Council. The access to the garage was
proposed to be across the unused portion of the Ocean Boulevard easement
with a maximum grade of 15% and the level portion at the curb would be
preserved. On motion of Councilman Hart, seconded by Councilman Atkinson
and carried, the letter from Mr. Charles W. Masters was ordered received
and filed.
Authorization to amend
The City Manager requested authorization to amend the 1957 -58 budget

and the General Fund by $56,000. This amount of $65,000 represented
contributions in connection with the 17th Street project. On motion of
Councilman Lorenz, seconded by Councilman Hart and carried, authorization
was given to amend the 1957 -58 budget as stated above.

of property values in this area would be probable.

which shall appear on the parking meters. Ordinance No. 850 would
prohibit the use of slugs and tampering.with parking meters. Section
3293 of the Municipal Code would be amended to designate the beach as
the area being the strip of land lying between the waters of the
Pacific Ocean and the southerly :line of Ocean Front.
A discussion was had among members of the City Counci.l as to the
necessity of setting out the violation.for parking in front of parking
meters that are :out -of. order due to a mechanical failure. It was the
consensus that such action would not be necessary inasmuch as a
technical violation does exist if the violation flag indicates
expiration of parking time.
