Hearing re! hearing, continued from April 6, 1959, re-
-ondemnati6n garding the Ocean View Apartments which had :
ocean View; been declared to be a public nuisance by the ;
Ants Building Department.
CA -81 i
1 The City Attorney requested Mr. Donald Paul
Travis, Building Inspector of the ty o ,
Newport Beach, to present additional testimony,
and evidence of the condition of the premises;
at 806 East Ocean Front, Balboa. Mr. Travis ;
stated that on April 6, 1959, he had observed;
evidence of termites on the threshhold at the;
front entrance to the Ocean View Apartments. ;
He stated that there was also evidence of ;
termites in the east wall of the garage. 1
Attorney Oliver Clark, representing the owner
of the property, spoke from the audience and
stated he had no further questions to ask Mr.
Travis.
Walter C. Noller, Fire Marshall for the City
of Newport Beach since 1953, was sworn in.
He stated that an examination of the premises
at 806 East Ocean Front had revealed numerous
potential fire hazards, which he enumerated.
Attorney Clarke stated he had no questions to
ask Mr. Noller. ;
Mr. Dean Kephart, General Building Contractor,;
was sworn in. He stated that it was feasible;
to repair the buildings located on subject
premises but that the cost would be high. To
make minimum repairs, in his estimation, the ;
cost would be not less than $10,000. He
further stated said repairs would not bring ;
the buildings up to Code. ;
Mr. John Vogel spoke from the audience
suggesting that the front building on the ;
premises be repaired and the rear building be;
demolished. Mr. Vogel stated the front ;
building was built in 1920 and additions were;
made in 1930. The rear building was built in;
1930. ;
Attorney Clark, representing Mrs. Dorothy
Phoenix, spoke from the audience and stated.
that he and his client were in receipt of a
letter from the Building Department which, in
his opinion, would eliminate the necessity of
further discussion.as his client intended to
perform in-accordance with necessary require-
ments to eliminate all hazards on the
premises to human safe yAf tdis-
