Mayor Stoddard stated that the Council had pre-
pared the following statement, which he read:
"Findings:
"1. Professional medical opinion favors fluor-
idation to control tooth decay.
"2. A small sampling of lay opinion is divided
but indicates an opposition trend.
"3. Based on the natural fluoride content and
the mean annual temperature of the area, MWD
water contains up to 60% of the recommended
minimum fluoride.
"4. The propriety of a public vote on fluor-
idation has been questioned. Arguments pre-
sented are based on religious beliefs inimical
to forced medication and a possible invasion of
individual rights. These are legal questions.
•
It is also argued that there are moral questions
of like nature. The former are matters for the
courts to decide and the latter can be expressed
at the polls.
"Conclusion:
"1. Without expressing an opinion as to any of
the above points the Council should take no
action on fluoridation."
