PORTATION COMMITTEE RECOMMENDATIONS:
Subject recommendations having, been referred,to the
Planning Commission by .the Council. and. diaried for
January 9, a.letter from the Planning Commission was

January 5 was.that.the, matter was referred back. to. the
City Council with,the. statement "that we in no .way
approve this as a substitute: for any. previous. plans. of an
Orange Coast Freeway, or related plans. "

A copy. of a letter -to Kenneth Sampson, Harbor Manager,
from the Newport Harbor Chamber of Commerce, stating
that. the Board of Directors. of said Chamber approved the
Program of .the. Interim Improvements, stipulating:. that
the.Upper. Bay Bridge have vertical' clearance of not-.less
than 40 feet at mean high water, was presented.
Mayor Stoddard_ commented that he had. investigated and
learned that the recommendations of the Committee. had
been approved by many cities..and agencies, some .en-
dorsements, qualified as to the, height of the proposed
.,bridge and other provisions.'
A discussion- ensued. The recommendations of the Orang
County Coastal Transportation -Committee were endorsed
as written,. stipulating the minimum- height of the pro- Motion

2,. .(Agenda Item H =2) Councilman'Somers.,reported that the
Joint Harbor Committee,was.making an additional in-
vestigation. regarding the Balboa Island pier permits prio
to taking action - regarding, the proposed. ordinance limiting
said permits, and requested.. that.. the matter be diaried
.for February 14.
3. (Agenda Item H -3) Consideration of a proposed policy on
beautification and maintenance -of entrances:to sub-
divisions and buffer strips,: was. continued. to January 23.
4: (Agenda Item H -4) Councilmen Somers-and Hart reported
regarding the sealed. proposals,received.by the City Clerk
on December =29,; 1960, for the concession.license agree-
(it ment on Balboa Pier. Two bids had been received, one
from J. C. Kirk. and one from Kenneth O. Farnsworth,
bidding, respectively, a. minimum monthly guarantee of
$100. against 576 of the gross, ,and.a minimum monthly
guarantee -of $42, against 510 of the gross. Mr. FarnsworY
