policy,, notice, of hearing had been sent. by the Joint Har-
bor Committee to forty -two Balboa Island owners of pro -

setting out the. procedure for its sale (.regarding, Lot 4,
Block 434, Canal Section; Lot 11, Block:53, River Secti
Y, two parcels; Lot 14, Block-48, River Section, two pares
setting the auction of said lots. on May 22, 1961„ was
adopted.
�. Resolution No. 5399„ being a Resolution of the City Coun-
cil of the City of Newport Beach finding and determining
that.the public interest and necessity, require, the acquisi-
tion of certain real property for a .public .improvement, tc
wit, public streets, and authorizing and directing eminent
domain proceedings therefor; rescinding.'Resolution No.
5385,, was adopted.

:. A letter was presented from William Meiklejohn, 325
East Bay Front, Balboa Island, addressed to Councilman
-Dee C m
Cook,, regarding Balboa.Island probles„ stating
that Councilman -Cook' s.' talk at a recent Council, meeting
impressed him; stating in hi& letter that he believes that
the biggest problem on the,Island is the "shore moorings
...there:are far too many and .a� large number badly, kept
up. " He .stated .that he walks around little Balboa Island
very often and "at low tide. there is everything,from beer
bottles and cans, paper plates," et cetera, and many
spots: around the Island need dredging to pile, up: sand, to
make more. swimming and sunning space. He inquired
"Is. the City supposed to do this?" He.eummarizes his
letter - "more dredging, and less shorelines."
The..letter was accepted, ordered filed, and the City Motion
Manager was instructed :to advise Mr. Meiklejohn as to All Ayes
the City policy on retention of beaches and beach land.in
the area, that it is advisable to. try to make, beaches, and
also_.to advise. that the City has,nothing to do with the
allotment of shore, moorings, since. they are_ authorized by
the Orange County Harbor District.
