the installation: George Ziegler, Ed Smythe, Carlton L.
Smith,, Mrs. Howard 'Richey, Mrs. Elizabeth Stricker,

Stuart Foote- spoke in. favor of the installation.
R. A. Glenn, Building, and Safety Director, stated.that
inspection.of the structure had not been made, pending
approval of the installation.
The complainants were referred to the FCC.for. redress
regarding interference,in radio,. television, and inter-
com reception „alleged to be.caused by Dr..Frazier's
• ham radio operations.
It was directed .that the report of the Planning Commis,si

ning Director- stating that the Planning Commission, on

Isle Bridge„ by the office of the City Clerk on May 4,
1961,, at 10:30 A.M.
Resolution No. 5406, awarding a contract for the con-
struction of a- concrete seawall at Lido Isle Bridge, to
low bidder, Croft & Neville, at the contract price, of
$7685, and authorizing the Mayor and City Clerk -to
execute, said contract, was.adopted.
3. ,(Agenda Item 1 -3) A memorandum, dated May 5, 1961,
from the City Manager. and Public Works Director re-
garding Big Canyon. temporary pumping station and
transmission main, was presented.
Plans and specifications, as. recommended, were apps

back.to the Joint Harbor Committee. Said motion
failed: adoption.
The application of Maxwell C. King was approved and
it was directed that he be allowed to maintain. the
three .foot side yard- clearance- on the north. and that
he be permitted: to move. his; southerly .finger two feet
to the- south, :.inserting. a -two foot piece at the. shore
end of the. slip.
C. In the letter subinitted.by the Setretary'of -the Joint
Harbor Committee, -the following ;statement was made:
"The. application -of the Newport Harbor Yacht Club to
construct seawall across alley at 8th Str.eet,, was-con-
sidered. It was.:the consensus of opinion -of the Joint
Harbor Committee:. that.there,were.no. objections to
this. application. "
William Ficker, representing the Newport Harbor
Yacht Club,: spoke.:from the audience,urging approval
of the proposed bulkhead. Howard Williams, Presider
of the Central Newport Beach Community Association,
stated that the Association approved the. construction
of subject bulkhead.

mitting, a copy of the summary of the survey conducted on

3. (Agenda Item K -3) A .letter. from D. R. Lewis, Vice

Company, stating, that in order to secure approval of the

Andersen, District Superintendent of the Newport Beach
Elementary,'Schools„ requesting that the City approve an
agreement: for the purchase of water from.the City by the
District beginning July 1, 1961,; for the new intermediate
school in the vicinity of Big Canyon Reservoir,; north -of
Carona. del Mar; stating, that an agreement, is being, con -
sidered with. the City of Newport Beach and The Irvine
Company regarding, a procedure by which -the water could
be, delivered.to the School.

Community Youth Center of Newport Harbor„ stating
that the recent letter written to the City Council by
the Corona del Mar Chamber of Commerce, requestii
that the City build tennis, courts for the Youth Center,
was..written without the knowledge of the Center.

ADDENDA:
The'City Clerk was directed to advise the Planning Com-
mission that the Council, is anxious to conclude. the tall
building study that -is being, conducted, and desires. to
have the matter before it at the earliest possible con-
venience-of the Commission, and certainly before,the, end
of the,fiscal year.
Z. Councilman Somers stated he wished -to donate, to the City
for .its,use a building 9x1.8 presently. located, in the City of
Costa Mesa.
The City Manager stated that an examination had been
made of the building. and that it is good, .sound,; archi-
tecturally attractive, and can be used by the City;. the
moving costs. would be approximately $75.

. 3. The -City Attorney informed the Council that there is an
Wall on encroachment of a wall and fence on the Finley Avenue
Finley property which has been declared surplus by the Council
Ave lot: and offered for sale on May 22. He also stated that -the
CA-38 owners of the adjoining lot have executed an agreement to
remove the encroachment upon 30 days notice from the
City or the City's successors.
