Roll Call:
The City Attorney stated that the Orange County'Flood Contr
District had suggested payment of $.15, 750,for taking, an ease
ment over City -owned land at the Santa Ana River Jetty,An
4onnection with. the. construction, now complete, of jetties.
He.stated, that the District'is willing to accept an easement ft
flood. control purposes- and,not require fee. ownership, and th
Court pleadings' have been amended indicating this change. I
pointed.out• that approximately, 15, 000, square.feet is above •tl
line of ordinary high, tide and approximately an equal portion
lies below. He stated that•three.years' interest.., in the amoi
of $3307.50,. would also be.payable.to the City, making a.toto
Tif ,$19, 057.50.
Councilman Lorenz,joined.the_ meeting during ,the discussion
of the matter.
The City Attorney requested an expression from the Council
as. to whether or not the. figure. would be acceptable to the Cil
The- City Attorney was authorized to settle on the basis
proposed.
Mayor Stoddard reported regarding, the. hearing held by the
Board..of Supervisors in. connection. with protests against the
high.increase in assessed valuation .. of properties : in- Newport
Beach. He. stated that the. matter had resolved down to the
question of determining what authority the Board has, and
what the Assessor may do. aw a result of the protests. Ben
Reddick spoke. from, the audience.
The City, Attorney was tinstructed,to represent the City
and its citizens before the Board of Supervisors, in the,
assessment appeal actions.

3. Ordinance No. 969,: being
AN ORDINANCE OF THE CITY OF NEWPORT BEACH
ADOPTING DISTRICT MAP NO. 37, REZONING PRO-
PERTY, AND AMENDING DISTRICT MAPS,NOS.. 23,
24, AND 30,
creating precise zoning for which.specific.uses have
already been established. Use Permit procedure;
property being rezoned from. Unclassified; Planning Com
mission- Amendment No. 109, was introduced, passed to
second. reading and set for public hearing on August 14,
1.961.
Gene Schulte of the Planning Department spoke from the
audience and, indicated on a map the areas proposed for
rezoning.
CONTINUED BUSINESS:
Resolution. No. 5455, authorizing -the Mayor and City
Clerk to execute. an agreement between the City and
Southern California Edison,Company, Pacific Telephone
and Telegraph - Company, to permit the use of the under-
ground utility system on Lido Isle and vicinity for a new
term of ten .years, was adopted.
Resolution, No. 5459, authorizing, the execution of an
amendment to a contract with Orange County to perform
soil tests for the City, extending the term thereof throu!
June 30, .1962, was 'adopted.
3. Resolution, No. 5460, authorizing. the Mayor and City
Clerk to execute a contract to serve water outside the
City to The Newporter Hotel Corporation, was adopted.
Resolution. No. 5461, authorizing the Mayor and City
Clerk: to execute. an agreement, with. the Newport Harbor
Lawn Bowling. Association for the maintenance. of the
green at 15th Street and Balboa. Boulevard, under sub -
stantially the same terms and conditions as the previous
agreement, at the cost to the City of $75 per month for
the period July 1,, 1961,,.through June 30, 1962,. was
.adopted.
BUSINESS:
1. A letter was presented from the Parks, Beaches and
Recreation Commission recommending approval of pro-
posed Revision No. 5 of the Master Plan for Mariners
Park.

Z. A letter was presented from the Parks, Beaches and
Recreation'Commission recommending that the. newly
created. divider strip. on Dover Drive (between'Coast
Highway and Westcliff), be.landscaped. rather than black -
topped and that adequate watering provisions be made at
the. time of development.
Said recommendations were. referred to the City Manager
for further report and a precise plan,, with .particular
attention-to the center strip.:plan.
3. A memorandum from the City Manager and Public Works
Director recommending, that .the contract completion date
..for the construction of a concrete seawall at Lido Isle
Bridge be extended from July 24„ 1961,, to August 31,
, 1961,. was presented.
Said recommendation. was.- approved.
APPLICATION FOR LICENSE:
The- Application for License of M. C. Sellvage,.dba Lido
Boat Club, Inc. 3121 West Coast Highway,: Newport
Beach, for: 12 slip rentals and 10, tie -ups,; being a
.change of ownership,. .was presented.
Said. application.. was approved provided that sanitary
facilities are-available, or installed, as approved by the
Joint Harbor Committee.
