check for the Mariners'Park Library Fund. Mrs.. John
Hammond, Public -Relations Officer,, introduced Mrs.

Treasurer, of the- Friends of the Library.

Mrs. Echternach presented the check:to Mayor Stoddard,
whoa acknowledged .the. gift. The check from the Friends

The City Manager presented. the Application•for Exempt
License, of Arthur J. Davis, Representative, Grolier
Society, :Inc., 5506 Beran- Street, Torrance, house..to
house, soliciting, the- sale of Book of Knowledge, Grolier
encyclopedias and other educational books. for the - Grolier
Society, Inc.,. of New York. Said license was: approved.
Mayor Stoddard: stated.that- the City Attorney had presente
a litigation, report, dated February l„ 1962, regarding
certain Superior Court actions. -In- connection - with -the
case of Tischauser vs.. the City of Newport Beach,
Superior Court No.- 92788, the,- City Attorneywas:author-
ized to take whatever action he deems.: advisable.

made by the Technical Sub - Committee -of the Orange Coun
Coastal Transportation Committee. William Dundas,
Traffic Engineer,.- presented capacity counts -as projected

,the-Minutes of a meeting:,of .the Council of the City of
Costa Mesa.which. was, _held on, January 15,. 1962„ wherein
commencement was authorized of negotiations. with the
State Division of Highways for -the• construction of a: bridge
,across.the Santa Ana-River and Orange County Flood Con -
trol District, at no charge, to the State,.: in: connection witb
.a. marina. proposed. for Costa Mesa. The Mayor also read
a copy of a. telegram sent by the City of Costa Mesa,to.the
Division. of Highways,, .in- .accordance. with said.authoriza-
