Councilman Kingsley.

1962, regarding salary adjustments, recommending.a
50/9 increase for all classes of employment except the cler
ical classes, effective March 31; that the class of Libra -
rian be increased 1010 total; and that the City Manager
determine when the 5% increase may. be. given to depart-
ment heads and key class. personnel. A letter was. pre -
sented from the Newport Beach City Employees Associa-
tion,.endorsing.the City Manager's proposals.
A discussion ensued with Councilmen- Lorenz and Cook
opposing the- 57o increase, and Mr. Cook felt that insuf-
ficientAime- had been given to. consideration of the matter.
Mr. Lorenz: felt,that the spiral of -increasing wages. would
continue. as, long as each city tried to top the next city and
called attention to the fact .. that the City had few problems
in recruiting personnel. Police Officer Gene Massey,
President of the-Newport Beach City Employees- Associa-
