known as. 16th Street (westerly of Dover Drive). Attorney
Mary Burton appeared on behalf of the doctors opposing
the abandonment and requested -a further continuance of
the hearing for efforts to finalize an agreement between
the lessor and the. lessees, of the - property, involved.
Attorney Gordon Richmond spoke on .behalf of the Earl
Stanley estate. and urged that decision. be made to order
the abandonment inasmuch as the objection to.the abandon•
merit- was.based:on a matter which could dbe- solved by .the
lessor and lessees. Mr. Allen Schmeltz, Vice President
of the First Western =Bank, spoke on behalf of the propose
abandonment. in the interests of the Earl Stanley estate.
Mrs. Robert, Rea.spoke.from the audience. opposing the
abandonment. The. hearing, was, closed.

requesting the Use Permit and .cited neighboring establish
ments which had been granted permission to have :dancing

The.findings,of -the Planning Commission were sustained,
and Use•'Permit No.. 874. was. denied.
Mayor Hart. opened _the public hearing regarding the eval-
uation of the parking meters along the center strip of
Balboa Boulevard from July 2, 1962 to September. 15,
1962. Mr,. Howard'Williams,,representing the Central
Newport Beach- Community Association, spoke.1rom the
audience- requesting that the matter be. continued until. his
Association had time to discuss the.matter. Mr, Robin
Lindsay. spoke. opposing, the installation and said that
nothing, had been accomplished. Mr. Edward Healy„ and
Mr., W. J. Hoskin.of 1510 West Ocean Boulevard, speak -
ingfor himself.and his neighbors, James Wolf,, Robert
Wallace, and C. G. Edwards, spoke,in favor of the park-
ing meters. Councilman, Elder stated that the Balboa.Im-
provement Association would be having, a meeting, on the
matter in the near future-and wished to have, the. hearing
continued. The City Manager was •requested.to furnish
some additional information regarding the cost of meters.
The hearing was, continued to October 8, . 1962.

(b) Resolution No.. 5671, being a Resolution. of Intention of
ion the City Council of the City of Newport Beach declaring
ate its intention to order the closing up,, vacation and
abandonment of a portion of a certain street known as
Bayside Drive; setting a hearing therefor on November
13,. 1962, was adopted.
r A memorandum was presented from the City Attorney
dated September 12,; 1962,, regarding Planning Commiss
Amendment No.. 143,; being, the application of G. M.
Shumaker, proposed rezoning, of Lot 5, Tract No.. 1.117,
from a -C -1 -H to a C -O -H District; which.matter the
Council. had previously considered after referral back to
the Planning Commission. In accordance. with the City
Attorney's, recommendation,, the matter was. set for publ
hearing, on October 8,:.1962.
The. recommendations from the Finance Director to the
City Manager in a memorandum dated August 27, 1962
fegarding "Suggested Inter -Fund Transfers -at June 30,
1962",, were approved and. authorized.
Resolution No.. 5672,; authorizing the City,Manager to
execute-an agreement with Columbia Outdoor Advertis
was adopted. (See "Current Business ", Item No.. 7.)
for five minutes., was declared by Mayor Hart.
The Council reconvened with all Councilmen present.
BUSINESS:
Because of the League -.of California Cities,:meeting to be
held October 21- through October 24, it was. directed that
the, regular Council meeting, of October 22. be adjourned
.to October, 29, 1962 at 7:30 P.M.
A discussion was had regarding the recommendations-fro
the City Manager and Public Works Director in a memo-
randum dated September 20, 1962„ entitled "Traffic
Striping,and Painting Machine." Councilman Lorenz
.made:amotion to approve and file the report, which
.motion failed adoption.
It.was directed,_that the matter be put on the Council
Agenda for October 8.
Mayor Hart stated that two distinguished gentlemen were. in
the audience. He presented former Councilman Leland
Wilder, and.a former Mayor of Costa Mesa and presently a
Councilman.. of Costa Mesa, John Smith.
