Mayor Hart opened the public hearing regarding the appea
of Charles R. Gangi from the decision of.the Planning
Commission denying -the application of C. R. Gangi and
F. C. Cortese for Variance No. 707 for waiver of ten
off - street parking spaces in order to construct fourteen
motel units with.kitchenettes.in a C- 1-H District; Lots, 9,
10 and.11, Block 3,. Seashore Colony Tract; 206- 208m210
Cedar Avenue. The letter of appeal from Charles R.
Gangi of G. C. Builders, dated September 8, the letter
.from Charles R. Gangi of G. C. Builders, dated October
1, requesting,that the matter be referred back to the
Planning Commission,; and the findings of the Planning
Commission were presented. No one desired to speak
from the audience.
The hearing was closed.

from the Planning,. Commission, the report of.W. P.
Ficker, Chairman of the Land. Use Committee, dated
September 4„ and a letter opposing the proposed rezoning
,,from Mrs. Robert A. ,Ramsey, Corresponding. Secretary
of.the Assistance League of Newport Beach, were pre-
sented. Frank Doherty, representing_ the applicant,
G. M. Shumaker,, spoke from the audience requesting
that the matter be referred back. to the Planning Commis-
sion and be made a part of a.study of the entire area be-
tween 32& Street, Newport Boulevard and the water. A
discussion ensued.
The hearing was closed.

Boulevard.from July 2.to September 15,;1962. A letter
was:presented -from W. J. Hoskin,. 1510 West Ocean Fron

in.favor of the parking, meter s. The Clerk read a letter
dated October 4, 1962_from the Central Newport Beach
Community. Association stating that said Association was
unanimous, in a recommendation..to reinstall,the meters
during;.the summer season on, the. center. strip of Balboa
Boulevard from McFadden Place to 15th Street and.also
to reinstall .the meters on. 15th Street proper. Mr. Rober
Huber spoke.in -favor of the meters. Mr. Hal Glass, and
Mr. Edward Healy reiterated the statements, made. by the
Central Newport Beach Community Association. There
was no further audience participation.
It was directed-that next year the meters.be reinstalled

by the State. and its political subdivisions, from:regis-
tration fees.
ITEMS:
1. Referring, to Communication Referral No. 5,: Page. 67,
the appeal of Ralph V. Hinger,; the City Attorney advised
that he would consider .the. letter a .letter of appeal. The
matter was set for public hearing on November 13„ 1962.
Referring to Current Business Item No.. 10, Page 63,, the
Public Works Director advised.that -the Council should
reject the. bids or award a contract within thirty days fron
October 4. The matter is to be considered on October 29.
3. The regularly scheduled Study Session meeting to be held
,October 15, was ordered cancelled.
The meeting was adjourned at 9:40 P. M.
