A memorandum was presented from the City Manager and
Public Works Director reporting the Division of Highways
request for City's participation in cost of installing traffic
signals at the intersection of Palisades Road - San Joaqui
Road and MacArthur Boulevard. The City Manager was
instructed to advise the Division of Highways that at this
time the City does not wish to participate in a permanent
signal but would consider participating in a temporary
signalization at a lower cost. It was stated that the City
Manager could investigate alternate possibilities for
financing the traffic signalization.

The following Claims. against the�Citywere denied and
City Clerk's referral of the claims to the insurance
carriers was confirmed:
(a) Claim for Personal Injuries served on the City Clerk
on October 15,. on behalf of Dolores'Snell, a minor,
for injuries, received on July 22 when her bicycle cau
in sewer grating on Newport Boulevard,, near Hoag
Memorial Hospital, and she was .thrown off.
(b) Claim. for Damages of Lucille Tee, served on the City
Clerk on October 11, for injuries received when _claim
ant struck her ankle on an object in water while swim -
ming. at Ruby and North Bay Front, Balboa. Island, on
August 11,, 1962.
(c) verified Claim for Damages of Robert G. Conrad re-
garding an accident on August 19, 1962 when the body
of a small girl "fell or was pushed from a, dock or pier
owned and maintained by the City of Newport 'Beach
and struc k the head of Robert G. Conrad."
6. The notice, from the State Department of Finance. that. the
estimated population of the City of Newport Beach on
September 1, 1.962 was 31,400, was ordered. filed.

Confirmation was given to the.appointment by,-Mayor Hart.
of a Committee. comprised of Councilman. Gruber, Chair-
man, Councilman Marshall, and Councilman Elder to
work. with the City Attorneys of Newport Beach and Costa
Mesa, to study some proposals to release some .over-
lapping, districts. and to arrive at some mutual agreement,
if possible, on the annexation of the County strip between
US.

DDITIONAL ITEMS:
1. Mr. Leland Wilder spoke from the audience. and requested
that his letter, which had been ordered. filed earlier: in
the meeting, opposing the UNICEF solicitation, be. read.
Mayor Hart directed the Clerk to comply with the request,
and the letter was read. Mr. Wilder submitted additional
documents to substantiate his opposition to UNICEF soli-
citation.
2. The City Manager requested that a meeting be held for a
discussion with the merchants involved regarding the
,Newport Boulevard -Via Lido traffic problems.
The meeting was further adjourned at 10: 10 P.M. to 2:00
