pier and float alteration was also presented. Dr. Red-
mond spoke from the audience and stated that he had
instructed Croft & Neville to make arrangements to have
the pier comply with the requirements of the Joint Harbor
Committee. The hearing was closed.

Mr. Jennings.spoke.from the audience and submitted an
amended plan. Charles: Zimmerman of the Planning De=
partment,. and Mrs. Polly Rea, Planning Commissioner,
spoke from the audience. The, hearing was. closed.
The.findings of the Planning Commission:were overruled,
andthe applicant was granted an encroachment for the
second.story which shall be held to within 3 -feet of the
west property line, 3 feet of the south property .line,
2 feet 6 inches. of the east property line, and 1. foot 4 inch

A memorandum was - presented from the City Manager anc
Public Works Director recommending the acceptance of
the, work of Crosby Construction Co. for the construction
of Mariners Park Library, that the City Clerk be author-
ized to file. a Notice of Completion, and that the City
Clerk be authorized. to release the bonds 35 days after
Notice of Completion has: been filed;. transmitting a, copy
of a letter from the architect certifying completion .. and
recommending acceptance of the work. Said recommendE

Councilman Lorenz .commended the Parks, Beaches. and
Recreation Department for the beautiful plantings at the
Mariners Park Library, and also commended Mrs. Isabe
Pease, the Chairman of the Beautification Committee of
the Women's Division of the Newport Harbor Chamber of
Commerce, for her supervision of the plantings and for
obtaining from Mr. Richard Beeson,.. lands cape architect,
the plan for the plantings, and also commended the
Women's Division of the. Newport Harbor Chamber of
Commerce for its. "Bucks for Beauty" project, through
which.the funds were obtained to purchase the plants
(which ,funds will. aggregate a..donation of $2300).

ensued regarding the fact that-the ,specifications _ would
permit both foreign and domestically manufactured pipe
to be.furnished. Mr. J. H. Peterson of Johns- Manville

of the State Regional Water Pollution Control Board
No. 8, transmitting Resolution 63 -9, prescribing, re-
quirements, for the disposal of domestic and commer-
cial solid_refuse.in Coyote Canyon by the County of
Orange.
(b) Excerpt from the Minutes. of the meeting of the Board
of Supervisors held March 27, indicating,that the pro-
posed right -of -way contract between the Orange Count?
Flood Control District and. the City of Costa Mesa, in
connection with the. acquisition of real property rights
for the Greenville- Banning Channel in regard to a pro-
posed marina development, was taken under submissic
to April 9, 1963.
2. The Summons on Cross Complaint. and Cross Complaint,
in Orange County Superior Court Action No. .111278,
Staler, Inc., Cross Complainant, vs. Sully - Miller Con -
tracting Company, et al., Cross Defendants, which had
been served on the City Clerk. on March 25, and a. letter
from Carl Warren and Company, Insurance Adjusters,
stating. that. the policy of the City of Newport Beach does

3. The legal description and plot plan of Aliso No. 1 Annex -

legislation which would. restrict the establishment of

1. Mrs. T. Duncan Stewart was appointed a member of the
Board of Library Trustees to fulfill the unexpired term
of Mrs. Dorothy Harry„ said term ending July 1, 1963.
COMMUNICATIONS ADVISORY:
The following communications. were ordered.filed:
1. Letter from the City of La Habra, transmitting a Resolu-
tion, stating the position of its City Council with. respect
to proposed State legislation which makes, known, to the
State legislators. that the said City Council favors: local
home. rule and supports .legislation preserving the. right
of local communities, to arrive. at decisions. in matters of
local concern based upon local. conditions; opposes legis-
lation reducing the ad valorem property tax.base of the
sales, tax base, by providing. unwarranted extensions. of
tax exemptions, thus, increasing the.tax burden. of non-
exempt citizens; and favors. the,retention of strict non-
partisan,, non - political local government.
2. Freeway Route:
(a) Letter .from Robert J. Brandt, transmitting a .copy of a
letter which he wrote, to the California Highway Com-
mission opposing any projected routing of the Freeway
along the Pacific Coast Highway (a copy of which had
been forwarded to each Councilman).
(b) Copy of a. letter from the Newport Beach Elementary
Schools, addressed to the California State Highway
Commission, stating that the Board of Education of
the Newport Beach School District is, unalterably op-
posed to any Freeway route. into the Newport Beach
School 'District and the City of Newport Beach-which
would result in loss of income to the District through
a loss.in assessed valuation, and that the opposition
is, justified on the grounds, that adequate. vacant propea
