Commission Amendment No. 180, was presented for in-

The findings of the Planning Commission and a letter
from William J. Cagney, whose property adjoins the
proposed development, approving the proposed rezoning:

were presented. Planning Director J. W. Drawdy spoke
from the audience.
Councilman Cook joined the meeting.

obligation to the State of California; and ascertain from
the County what exactly it is going to do with the money,

Division. of Forestry and the Orange County Fire Station
at the Orange County Airport to connect a 4" sewer line

County to use the City Hall Lobby as a polling.place for
the Primary Election, June 2. The City Clerk was
authorized to sign the form on behalf of the City.
A report from the Boat Storage Committee dated April 9,
1964 was presented. The report was approved, and the
policies set forth were made the official policies of the
City as of April 13, 1964.

plans and specifications for construction of a 6" sewer
force main at Ocean Boulevard and Marguerite Avenue

8. A Notice was ordered filed from Local Agency, Formatio:
Commission of Orange County of a proposed annexation
to Irvine Ranch Water District (Parcel 1 and Parcel 2
Inclusion), was to be reviewed by said Commission on
April 8 at 2 :00 P.M. -The location of Parcel 1. is at
MacArthur Boulevard, Paularino and San Joaquin Road;
Parcel 2 is. located at Lane Road and Newport Boulevard
near Main Street intersection.
9. A letter was presented from Joseph Jensen, Chairman
of the Board of Directors of Metropolitan Water District
enclosing a statement in opposition to the modified Pacif
Southwest Water :Plan, urging that the City pass a reso-
lution supporting them in opposition to the Plan. It was
directed that the City adopt a resolution supporting
Metropolitan Water District's opposition to the Pacific
Southwest Water Plan.
10. A resolution from the City of Dairyland encouraging
more efficient use of school sites, was ordered filed
11. A letter was ordered filed from William Gallienne,
Chairman, Orange County's Diamond Jubilee Committee
requesting that the City become interes.ted;in creating a
display or exhibit in the Orange County Fair to be held
July 14 through July 19.
AMENDMENTS:
The following Budget Amendments were approved with the
understanding that only the amount necessary under C -52
will be actually expended in case the geological part of the
contract is deleted:

priated Surplus), being.an increase in Budget Appropria•

ADDITIONAL BUSINESS:
1. The staff was instructed to contact the new firm of Bartic
Wells Associates relative to a proposal for surveying the
City's water rate structure and to report on possible
modification; it was further directed that a Committee be
appointed with Councilman Stoddard as Chairman to
examine the water rates,. the Chairman to have authority
to appoint other members of the Committee who he feels
would be of benefit to the Committee.
2. The following. Minute Resolution was unanimously
adopted:
RESOLVED, that inappreciation of the many civic
contributions of Dorothy Harry, the Corona ,del Mar
Library be renamed the Corona del Mar Library Do
Harry Memorial, and that a plaque adding .Dorothy F
Memorial be furnished by the City.
3. Vice Mayor Lorenz highly commended the members of
the Council and the officials of The Irvine Company,
particularly Mr. Charles Thomas, President, 'and Mr.
William Mason, Vice President, for the excellent re-
lationship existing between the City and The Irvine Com
pany. He expressed appreciation. for The Irvine Com-
pany's contribution.in furnishing expert planning assis-
tance, for successful efforts in.upgrading.all the. devel-
oped area, and for bringing University City and industri
interests to this area.
4. On motion of Councilman Stoddard, unanimously carries
the following action was taken: The Council concurred
in the recommendations presented by the Land Commit-
tee that the City advise the people who wish to buy the
property now being leased to South Coast Company indi-
cating that the City Council will accept the sum of
$155, 000 net to the City; that the buyer enter into a con -
tract whereby the property line at the water's edge will
be adjudicated at no cost to the City; that action will be
taken to resubdivide the property so that all the holdings
of the buyer will be in one parcel; that the buyer be mad
aware that the property is subject to a lease between the
City and South Coast Company; that all escrow charges,
title fees, broker's commission, if any, are to be paid
by the buyer; that the terms be one -third down with
three years on the balance at six per cent.

1. The appeal of Jack H. Morris from the decision of the
Planning Commission regarding Use Permit No. 1028
was presented with the statement that the City Clerk has
set the matter for public hearing on April 27. The lette:
was ordered filed and concurrence was given to the City
Clerk's action.
2. The following, letters were ordered filed:
(a) Letter from General Telephone Company acknowledg-
ing receipt of Newport Beach Resolution No. 5929, ob
jecting to the division of the Orange County Directory
into five books; stating that the matter of rearrange-
ment of the directory.has been submitted to the Public
Utilities Commission and awaits their decision.
(b) Excerpt from the Minutes of the Board of Supervisor£
of Orange County indicating that the Chairman and the
Clerk were authorized to sign the agreement dated
March 23, 1964 between the County of Orange and the
City of Newport Beach in connection with the lowering
of the water main on 15th Street and on Placentia Ave
nue by the County.
(c) Copies of Agendas for the Orange County Board of
Supervisors meetings. held March 24, 25, 31, April 1

(d) Estimate of apportionments of Vehicle License Fee
