Consideration was given to the Revised Pier Permit Policies and Standard Drawings Prepared by Committee to Study Cost of Administration of Pier Permits, dated -a June 1, 1964. Letters from the Newport Harbor Yacht Club and the 0 Lido Isle Yacht Club, opposing a 100 -foot wide "power boat channel ", were presented. The Revised Pier Permit Policies and Standard Drawingi Motion x ed, were adopted, and it was directed that the staff prepare All Ayes a Resolution to incorporate this action. le Consideration was given to an article which appeared in the Orange Coast Daily Pilot on ,Tune 9, regarding e;g Harbor Manager Kenneth Sampson's opposition to the purported suggestions of the Council's Harbor Policy Committee for mid - channel buoys and the designation of a 100 -foot "power boat channel" in Newport Harbor. Councilman Parsons stated that the ideas opposed by Mr. Sampson were actually his own ideas as suggested to the Committee. During the discussion Mr. Al Oberg, Harbor Master was also criticized. Subject letters were ordered filed. Motion x All Ayes 2. Consideration was given to the sale of the City "South Coast property," and a letter from Attorneys Wallenstein and Field dated May 27, 1964, was presented. 7 A discussion was had regarding Paragraph 4 in the proposed contract requiring that the buyer process a " p resubdivision to- create two parcels of land in approx- Lcl an imately equal size when combined with the property presently owned by the buyer and the property being sold by the City. Mr. R. C. Greer and Mr. Louie Briggs, Realtors, spoke from the audience, opposing the requirement of the proposed resubdivision. It was directed that Paragraph 4 of the proposed Motion x agreement pertaining to the sale of the City property, Ayes: x x x x known as the South Coast property, be stricken. Consideration was given to a petition of six persons in the "Moden Annexation ", requesting consideration of annexing territory to the City northerly of 21st Street, southerly of 22d Street, easterly of Tustin Avenue, and westerly of Irvine Avenue. A report from the Planning Department dated June 5, 1964, was presented. The matter was diaried for July 13, 1964. Motion x All Ayes CURRENT BUSINESS: 1. A memorandum dated June 5 from the City Manager Motion recommending the creation of a new classification All Ayes ,n of Library Assistant at Range 27 was approved. 2. Street Name Changes: 65 (a) Resolution No. 5973, changing the name of Acacia Motion x Street to Campus Drive (portion lying between Roll Call Palisades Road and MacArthur Boulevard), was All Ayes xx x x x x x adopted. (b) Resolution No. 5974, changing the name of Del Motion x Mar Avenue to University Drive (Southeasterly Roll Call from Tustin Avenue along the Southwesterly line All Ayes x x x x x x of Tract No. 4444), was adopted. 3. The Tentative Tract Map for Tract No. 5616, bounded by Dover Drive, Cornwall Lane, and Buckingham Lane, with the recommendations from the Planning Commission dated June 5 and a report from the Public Works Depart- ment dated May 27, was presented. Resolution No.. 5975, prohibiting parking on certain Motion x streets between the hours of 8:00 A. M. and 6:00 P. M. Roll Call on Saturdays, Sundays and holidays from June 1 to the All Ayes x x x x xx x day following Labor Day of each year (continuing the seasonal parking prohibition in Corona del Mar area previously established by Council policy), was adopted. 5. A report from the City Manager dated June 3, recom- mending acceptance of Coast Highway Improvements, Orange Street and Vicinity, Signals and Widening (Contract C -875), Contractor, E,, D. The following additional business handled by the Joint Harbor Committee was considered: A. It was directed that the Joint Harbor Committee Motion x Minutes of June 3, be corrected to reflect the All Ayes action taken as follows: (1) In connection with Noel Singer property permits A -1223 and B-1224, the motion was to investigate the permits now outstanding, and if the installation does not conform to the permits, then a letter or a notice is to be sent to the property owner forthwith; and (2) it was directed that Mr. Swanson of Croft and Neville be advised that he has done work without a permit. B. The Council concurred in the action taken in the Motion two items above mentioned, and it was directed All Ayes that the property owner be notified to remove the Noel Singer pier if it is found to be not in accord- ance with the permits. It was directed that a letter be sent to the Harbor Motion x Commission, through the Harbor Manager, All Ayes requesting that the dredging (in the vicinity of #1 Harbor Island) be done by the County, with City o plans accompaning the request.
