Planning Commission Resolution No. 668, requesting the City Council to enact an interim zoning ordinance was presented with a memorandum dated September 24, 1964, from the Acting City Attorney. Emergency Ordinance No. 1100, being, AN ORDINANCE OF THE CITY OF NEWPORT BEACH ESTABLISHING INTERIM ZONING REGULATIONS, was presented, together with a memorandum from the Acting City Attorney. Mr. Dale Heinly, Attorney at Law, representing MSM Associates, spoke from the audience, protesting the introduction of the emergency ordinance. Mr. Ernest A. Merritt, a resident at Channel Reef Apartments, spoke from the audience in favor of the high rise building on Carnation Avenue. Mr. Alvin F. Howard, representing Welsh and Quandt, owners of adjoining properties, spoke from the audience in opposition to any additional high rise buildings. Mr. Robert R. Sprague, 101 Bayside Place, spoke from the audience for himself and his brother, Norman Sprague, 207 Carnation, opposing this construction. On motion of Councilman Stoddard to introduce and adopt Ordinance No. 1100, Ordinance No. 1100 failed Motion adoption.
