Planning Commission granting Temporary Use Permit No. 1101 for live entertainment and dancing at "Vaima'_! , 511 East Balboa Boulevard; Lot 6, Block 6, Balboa Tract; Zone C -1. Letters were presented protesting and /or appealing from the decision of the Planning Commission from Joseph F. Skiba, J. M. Gahring, Robert L. Wilson, Mrs. Ebba Shipley Ridge, and a copy of a letter to the Daily Pilot in favor of the entertainment, from A. Crane. The findings of the Planning Commission were presented. Attorney Richard Higbie spoke on behalf of Eugene Yatlee, the applicant for subject Use Permit. Councilman Cook inquired whether or not there were recommendations from the Police Department. Ed Barrett, License Inspector, stated that the Chief of Police disapproved an application for dancing and live entertainment, and he read the report of the Chief of Police. Eugene Yatlee spoke from the audience. Leonard Wilkes, 1605 Emerald Bay; Stewart Devaneau, 28 1/2 Yawl Road; Peter Van Zandt, 2043 Westcliff Drive; and Dan Elliott spoke from the audience in favor of the proposed Use Permit. The City Attorney was instructed to draw up a contract between the City and the County in connectio with the Beach Erosion Control Project which will cover the points which the City has stated as conditior s in its Resolution adopted April 22, 1963; and it was directed that an appropriation of $38,600, the City's share of Phase 1, be made payable to the County at the time there is agreement on the contract; further directed that a new resolution be prepared incorpo- rating the conditions as discussed, by way of updating the resolution of April 22, 1963; and the City Attorney was instructed to prepare the resolution with the assistance of the Joint Harbor Committee members Motion x from the City Council.
