Councilman Elder requested use of Reserves to handle
traffic in Balboa, rather than the expensive use of
Motorcycle Officers. He also commented on removal
of the Long Beach directional sign at the intersection of
Balboa and Newport Boulevards and requested that another

1. The City Manager commented regarding parking controls

in and around the 26th Street Parking Lot. He suggested
fees for parking in subject parking lot and the use of
sensitized cards to operate the parking gate. He stated
that in order to provide parking meters in the area
adjacent to the 26th Street Parking Lot, it would be
necessary to put $1400 in the Parking Meter Fund.
It was directed that $1400 be added to 1965 -1966 Capital

2. Councilman Parsons commented regarding his memor-

4. Councilman Cook stated that further consideration had
been given to Drainage Project No. 5, reconstruction
Irvine Terrace storm drain, under the Capital Improve-
ments General Fund, and that the files reveal that there
has not been an acceptance of the drain.

2. Mayor Gruber presented a letter from J. E. Gilstrap,
manager of the West Coast Division of G. E. Kadane
& Sons, regarding the acquisition of the proposed Costa
Mesa elementary school site at 16th and Whittier, stat-
ing that G. E. Kadane & Sons has resisted the placing
of the school site at that location, noting that it could
complicate the proposed freeway route through that area
and requesting that the Council adopt a resolution asking
the State Allocation Board to withhold funds for the
purchase of said school site.
The Mayor was authorized to send a letter to the State

reference to the allocation of funds for the site of a
schooi which site is not believed to be a proper one.
3. The City Manger stated that he was ready to submit a
list of Contingency projects which could be accomplished
in the 1965 -66 budget if funds are not required for con-
tingencies. The items suggested were as follows:
Item 12, General Fund, Drainage Projects, "K" Street
drainage at Balboa Boulevard, $30, 000; Item 8, General
Fund, Miscellaneous Projects and Studies, Removal of
abandoned sewer treatment plant along Santa Ana River,
$10, 000; Item 4, General Fund, Harbor Projects,
Bulkhead at "N" Street beach, $5, 000; Item 5, General
Fund, Harbor Projects, Bulkhead and street improve-
ments at 34th and Rivo Alto, $4, 000; and Item 3,
General Fund Capital Improvements, Street Projects,
Non -Gas Tax Funds, a 11 e y repair and maintenance,
$10,000 or $20,000.
4. The City Manager read portions of a proposed resolu-
tion for the adoption of the Annual Budget for 1965 -66.
The meeting was adjourned at 5:07 P.M.
