Consideration was given to the following application for license: Exempt, John Semple for Community Youth Center of Newport Harbor, special event, carnival on July 17 and 18, net proceeds to be applied to tennis court debt. A letter was presented from John Semple, Community Youth Center of Newport Harbor stating that the Community Youth Center has applied for a Use Permit in connection with the coming second annual Youth Center Carnival (regarding helicopter ride), and asking that the Council authorize waiver of the $30 filing fee for subject Use Permit. The request for exempt license was granted, and the Motion fee for the application for Use Permit was waived. Ayes x x x x : John Semple spoke from the audience. 2. A discussion was had regarding the cost of the beauti- fication of the traffic islands at Marguerite Avenue and Coast Highway. Parks, Beaches and Recreation Director Calvin Stewart spoke from the audience and listed the costs involved. Frank Jordan of Corona del Mar spoke from the audience opposing higher cost than those incurred for beautification of Mariners' Mile. Councilman Cook made a motion that $4310, Item 8 in the Park and Recreation Capital Improvement Fund, be deleted, and that $1200 be allocated for the installation which would be similar to the type of beautification in Mariners' Mile, which motion failed to carry. Motion Ayes Noes Councilman Cook made a motion to delete the entire Motion amount of $4310 from the Park and Recreation Ayes Capital Improvement Fund Budget, which motion Noes failed to carry. It was directed that Item No. 8 in the Park and Re- Motion creation Capital Improvement Fund Budget, in the Ayes amount of $4310 be deleted in the program as pre- Noes sented, and that the matter be returned to the staff and the Parks, Beaches and Recreation Commission for the purpose of spreading the amount of money available in the Park and Recreation account throughou all of the raised medians in Corona del Mar, anal that recommendations be presented. The City Manager stated that his understanding of the motion was that the money was to be retained in the Budget but that the Council was requesting or requir- ing a new plan before any action is taken. 2. Mayor Gruber inquired whether anyone in the audience desired to speak on the Budget. No one spoke. (It was directed that said resolution be based partly on the Beach Erosion Control Resolution but which would also incorporate the points brought out by the staff and that in this entire matter the Council would like at least as much protection as the underground water suppliers of the County are getting, including veto power over specific plans. ) • Planning Director Jerry Drawdy spoke from the audience.
