Vice -Mayor Elder called the meeting to order.
The City Clerk read from the Notice of Special Meeting
that the meeting had been called for the purpose of con-
sidering authorizing the City to enter into an emergency
beach replenishment project as part of Phase II of a beach
erosion control program involving local agencies, the
County of Orange, the State of California, and the Federal
Government. She stated that all Councilmen had signed
the Consent and Waiver to hold meeting, and a telegram
had been received from Mayor Gruber consenting to the
holding of the meeting.
The City Manager made an oral report on the action taken
in connection with an emergency beach replenishment
project in Newport Beach. He submitted a copy of a
letter from Kenneth Sampson, Director of Harbors and
Beaches, dated September 15, 1965, and directed to the
Orange County Board of Supervisors regarding the
matter. The City Manager also presented a report dated
September 15 from the Assistant Public Works Director
to the City Manager regarding beach erosion in the West
Newport area.
Councilman Cook reported on the action taken by the
Board of Supervisors in compliance with the request of
Newport Beach for consideration by the Board of the
emergency problem in Newport Beach.

A resolution authorizing a public works contract for the
sand replenishment of the West Newport ocean beach
without advertising for bids was presented.

The Public Works Director submitted a report dated
September 17 regarding three bids received in the City
Clerk's office on September 17, and recommending the
award of contract to the Griffith Company for $63, 600.
Recognizing that there is substantial possibility of danger
to the public in using the beach during the time of such

Jr., 1116 West Ocean Front, Balboa, dated September 16,
1965, suggesting the removal of sand from a sand knoll
obscuring the view of the surf in the 1100 block of West
Ocean Front, since sand is to be removed along the high
tide line in that vicinity for use as fill. in the West Newport
area.
Said letter and similiar letters were referred to the City
