1. A memorandum was presented from the Public Works
Director dated February 1, 1966 regarding street
improvements, Westcliff -Dover intersection, Fifth
Avenue from Larkspur Avenue to Poppy Avenue
(C -954). Robert Lynam, a partner in the firm of
E. L. White Company, the low bidder, spoke from
the audience. A discussion was had.
Resolution No. 6284 awarding a contract for the street
improvement, Westcliff -Dover intersection, Fifth
Avenue from Larkspur Avenue to Poppy Avenue
(Contract No. 954) with E. L. White Company at the
contract price of $65, 300.81 (waiving the irregularity
in the bid bond that was submitted with the low bid,
