Ayes x x x x x x HEARINGS: hag 1. Mayor Gruber opened the public hearing in connection with the Preliminary Annual Budget for the Fiscal Year 1966 -67.' A letter dated May 27, 1966 was presented from Carl S. Kegley, President, Corona del Mar Chamber of Commerce, regarding the amount of $3500 in the tentative budget allocable to the parkin situation in Corona del Mar. A letter dated May 28, 1966 addressed to Councilman Cook from Robert E. Ruff regarding tax increase resulting from new City Budget was presented. Letters to the Council and to the attention of Councilman Al Forgit, opposing the proposed leasing of the old Pacific Electric right -of - way in West Newport Beach by the City, from James D. Milne, Mrs. Malvern Pieper, Gertrude Larson, Mrs. Helen S. Lambert and Eric Lambert, were presented. No one desired to speak from the audience. The hearing was continued to later in the meeting. Resubdivision No. 221: A letter dated June 8, 1966 from the Acting Planning Director regarding Resubdivision No. 221, creating three lots on the northwest corner of Eastbluff Drive and Vista del Sol on a portion of Block 52, Irvine's Subdivision (Eastbluff Shopping Center and Tennis Club) was presented with a report from the Public Works Department dated April 21, 1966 to the Planning Commission and Council. Resubdivision No. _221 was approved, subject to the recommendations of the Planning Commission and the Public Works Director, and subject to the stipulation that the pumping station for sewage purposes, and maintenance thereto, as referred to under Remarks No. 3 in the Public Works Department memorandum dated April 21, 1966, is to be totally at the expense of the subdividers. 8. Resubdivision No. 223: A letter dated June 8, 1966 from the Acting Planning Director regarding Resubdivision No. 223, creating two lots north of Vista del Sol and west of Vista del Oro on a portion of Block 52, Irvine's Subdivision (Eastbluff preschool site), was presented with a report from the Public Works Department dated June 2, 1966 to the Planning Commission and Council. Noes x x x Councilman Cook made the motion that the recommend ation of the City Manager to employ seasonal and part -time laborers in place of Y. E. P.'s in the Parks, Beaches and Recreation Department be concurred in. A discussion was had. It was agreed that the matter be taken up at the Preliminary Budget hearing, and Councilman Cook withdrew his motion. George Pearland spoke from the audience in favor of the Y. E. P. program. 17. A letter was presented, dated June 8, 1966, from James E. Mulhall and Daniel W. Lies, Franchise Partners, Denny's Restaurant #45, 3050 East Coast Highway, Corona del Mar, requesting the removal of six newspaper vending machines located on the side- walk in front of subject restaurant, and quoting the new company policy. The ad hoc Committee appointed on May 23, 1966 to meet with the heads of the Chambers of Commerce Motion x relative to the freeway, was terminated. Ayes x x x x x x Mayor Gruber nominated Councilman Parsons and Councilman Marshall as members of the Freeway Committee, designated himself as ex- officio member, and nominated Councilman Shelton as alternate to either Councilman Parsons or Councilman Marshall of said Committee. A discussion was had. Councilman Cook stated for the record and to Councilman Rogers that he wanted the record to show that he has never voted for an atomic energy plant in the City of Newport Beach, and that he has never said that he was in favor of a coastal route as adopted. RECESS for ten minutes was declared by Mayor Gruber. The Council reconvened with all members present, and the matter of the Freeway Committee was resumed. ADDITIONAL BUSINESS CONTINUED: 2. Mayor Gruber nominated Councilman Parsons as Chairman of the Freeway Committee. The nominations of Mayor Gruber were confirmed, Motion x and the Freeway Committee was authorized to carry Ayes x x x x x x out the previously expressed goals insofar as the inland alignment of the Coastal Freeway is concerned and to maintain communications with all civic groups on freeway matters in all parts of the City; and it was authorized to work with State authorities and officials of neighboring cities, if it so deems necessary, in order to affect the establishment of freeway routes acceptable to Newport Beach. Hanna stating he will follow the developments in the matter of the refusal of San Francisco to accept budgeted funds of interstate highway construction, to insure that California's road building plans are not hampered. (2) Letter to Mayor Gruber from Congressman James B. Utt stating his concern over the cut -back in total state highway revenue which has resulted from the withdrawal of mileage within the Cityof San Francisco from the federal interstate highway system and stating he has written to the Federal Highway Administrator requesting further study be given to allocating equivalent mileage to the interstate system within the State of Cali - forma.
