TITLE: Storm Drain Repair/ Rehabilitation Project — Notice of Completion for
Contract No. 8163-1 (18D02)
ABSTRACT -
On March 13, 2018, City Council awarded Contract No. 8163-1, Storm Drain
Repair/Rehabilitation Project to Sancon Technologies, Inc. (Sancon) of Huntington
Beach, California. The work is now complete and staff requests City Council acceptance
and close out of the contract.
RECOMMENDATION:
a) On March 13, 2018, City Council found this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15302(c) (replacement of
existing facilities involving no expansion of capacity) of the CEQA Guidelines, because
this project has no potential to have a significant effect on the environment;
b) Accept the completed work and authorize the City Clerk to file a Notice of Completion
for the project;
c) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the
Notice of Completion has been recorded in accordance with applicable portions of the
Civil Code; and
d) Release the Faithful Performance Bond one year after acceptance by the City Council.
FUNDING REQUIREMENTS:
Funds for the construction contract were included within the approved Capital
Improvement Program and were expended from the following account:

The work necessary for the completion of this contract consisted of distributing
construction notices to affected businesses and residents; cleaning, inspecting and CCTV
recording the storm drain lines condition; installing structural liners in existing corrugated
metal pipes (CMP); excavating and replacing damaged/deteriorated storm drain pipe
sections; resurfacing affected areas and other work described in the contract documents.
The contract was completed to the satisfaction of the Public Works Department. A
summary of the contract cost is as follows:
Original Bid Amount: $ 626,975.00
Actual Cost of Bid Items Constructed: $ 497,324.00
Total Change Orders: $ 110,514.31
Final Contract Cost: $ 607,838.31
Seven change orders were issued for work related to additional necessary point repairs,
clearing and grubbing, and exploratory work. During construction, staff found that the
original planned project scope, which was based on a 2016 video inspection, changed in
some locations. Therefore, additional sediment removal and point repairs were required
prior to the planned structural lining. Staff believes these site condition changes were
primarily due to the higher -than -normal heavy rains experienced during this last winter.
During the pre -lining preparation phase, Sancon determined some of the storm drain
pipes scheduled for lining could not be lined due to changed conditions. Some of the pipe
conditions encountered included missing pipe sections, crushed or settled pipes,
misaligned pipes and pipes obstructed with roots and soil. For example, the condition of
the 18 -inch CMP located along East Coast Highway at Goldenrod Avenue differed greatly
between the contractor performed pre -construction video and the 2016 investigative
video, which the design was based on. Since 2016, the pipe had deteriorated much
further and could not be lined in its current condition as called for in the contract plans.
With further anticipated heavy rains on the horizon, staff directed the contractor to perform
emergency point repair work to stabilize the underground erosion (and the sidewalk
above), patch the pipe and prepare the pipe to receive structural lining, as the project
intended.

The heavy rains developed the need for additional point repair work and delayed the
project's scheduled completion. The contractor mobilized and de -mobilized six times
during the project due to the weather impacts. Each time the contractor left the City, the
project had to wait for the contractor and subcontractors to revise and re-employ their
scheduled work. Further complicating work scheduling, many public agencies had
emergency work due to the winter storms and all contracting resources were stretched
thin, including our contractor and sub -contractors for this project.
A summary of the project schedule is as follows:

On March 13, 2018, City Council found this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15302(c) (replacement of existing
facilities involving no expansion of capacity) of the CEQA Guidelines, California Code of
Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect
on the environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
