Roll Call:
The reading of the Minutes of the Regular Meeting of
February 14, 1967 was waived, and said Minutes were
approved as written and ordered filed.
Mayor Gruber welcomed Miss Harriet Gould of the
American Field Service Committee of the League of
Women Voters and Chris Schurrig from Germany, Eloise
Gonsalves from Brazil and Hedi Maire from Switzerland.
Mayor Gruber welcomed Girl Scout Troop No. 71.
HEARINGS:
1. Mayor Gruber opened the public hearing in connection
with Ordinance No. 1207, being,
AN ORDINANCE OF THE CITY OF NEWPORT
BEACH ESTABLISHING A SETBACK LINE AND
AMENDING DISTRICT MAP NO. 14,
Planning Commission Amendment No. 229 filed by
Mr. and Mrs. Janssen to amend Districting Map No.
14 in order to reduce the front yard setbacks from 10
feet to 8 feet on Lots 17 through 26, Block 2, Section
2, Balboa Island, located at 108- 110 -112- 114 -116-
118- 120 - 122 -124 -126 Ruby Avenue.
Planning Director Ernest Mayer, Jr. reviewed the
findings of the Planning Commission. Bob Colzani,
113.1/2 Pearl Street, spoke from the audience and
requested that the matter be sent back to the
Planning Commission for further consideration.
The hearing was closed.
With the unanimous consent of the Council, Mayor
Gruber stated that the further reading of the ordi-
nance was waived.
Ordinance No. 1207 was adopted.

remove and construct new building on pier for Shell
Marine Service Station, was presented.
The City Clerk announced that Mrs. Carroll Beek,
owner of the upland property, came in that day and
signed Application No. 276 -R, thereby changing the
application of Jack Nelson, as original applicant, to
application of Mrs. Carroll B. Beek.

The Mayor was directed to send a letter acknowledg-
ing the Newport Harbor Chamber of Commerce letter
on behalf of the City Council expressing appreciation
for the information concerning their committee to
look into the tidelands problem, and to inform them
that our City staff and Council will be consulting with
them and will keep them informed on the progress of
this study.
2. The following communications were ordered filed:
(a) Letter dated February 23, 1967 from Coy E.
Watts reporting a decrease in cigarette sales
and asking for a review of the cigarette tax.
(b) Letter dated February 21, 1967 from Bushard's
Harbor Pharmacy, Inc. advising of loss of sale
of cigarettes as a result of the City cigarette
tax and protesting this tax.
(c)• Letter dated February 14, 1967 from Mrs,
Robert B. Powell, 916 W. Ocean Front,
opposing the moving of the City Hall and
suggesting that there be a multi -story building
on the present location.
3. A card dated February 8 from Mrs. Maria G. Goen,
316 E. Ocean Front, Balboa protesting the noise
created by motorcycles was referred to the Planning
Commission.
4. The following communications were ordered filed:
(a) Letter dated February 10, 1967 from City of
Huntington Beach enclosing Resolution No. 2506
of that City supporting the Orange County Flood
Control District Bond issue to be voted at a
special election on March 21, 1967.
