Roll Call:
Mayor Gruber stated that Councilman Parsons requested
permission to be absent from the Country from March 13
to March 23, 1967, which request was granted.
Flag Mayor Gruber presented the first "City Flag" in pro -

City ntat duction to Jeffrey Wilcox, Newport Harbor High School
ion student, whose design for the official flag was adopted by
CA-143 the Council on December 9, 1963 by the adoption of
Ordinance No. 1071.
Jeffrey Wilcox then presented a large City flag to Mayor
Gruber, for the people of the City of Newport Beach, to
be the f�rst "City Flag" to fly from the flagpole in front
of City Hall, and he thanked all the people who had made
the presentation possible.
Mayor Gruber accepted the City flag for the citizens of
Newport Beach and stated that after the flag had served
its useful, purpose on the flagpole in front of City Hall, it
would be placed with the historical records of the com-
munity.
Mayor Gruber welcomed and congratulated Jeffrey's
parents, Mr. and Mrs. Robert Wilcox.
The reading of the Minutes of the Regular Meeting of
February 27, 1967 was waived,; and said Minutes were
approved as written and ordered filed.

of the public hearing.

with Ordinance No. 1208, being,
AN ORDINANCE OF THE CITY OF NEWPORT
BEACH ESTABLISHING SETBACK LINES AND
AMENDING DISTRICT MAPS NOS. 32 AND 51,
Planning Commission Amendment No. 230 which
proposes to amend subject districting maps in order
to establish setbacks varying in depth from 6 feet to
12 feet on twenty -one lots in Tract 6228 on streets
known as Quiet Cove, Sandcastle Drive and Tiller
Way, Corona del Mar.
The findings of the Planning Commission dated
February 16, 1967 were presented.
Planning Director Ernest Mayor, Jr, reported on the
findings of the Planning Commission.
The hearing was closed.
With the unanimous consent of the Council, Mayor
Gruber stated that the further reading of the
ordinance was waived.
Ordinance No. 1208 was adopted.

3. Mayor Gruber opened the public hearing in accord-
ance with Resolution No. 6513, which declared that
weeds and other public nuisances exist upon streets,
emeet
alleys, sidewalks; parkways, and private property
within the City; declared that said weeds and public
nuisances must be abated pursuant to the provisions
of Chapter 10.48 of the Newport Beach Municipal

Code; set the time and place for a public hearing for
the City Council to consider protests from persons
objecting to the proposed destruction or removal of
such public nuisances by. the City; and directed the
Fire Chief to give notice of the passage of the
resolution and of the public hearing.
A letter dated March 7, 1967 from Mrs. Edith L.
Rehnborg, owner of Lot AP 52 032 12 locAted atthe
southwest corner of Seaview and Fernleaf, stating .
that she has a gardener who maintains her property,

Mr. A. D. MacLachlan, 1646 Irvine Avenue, Lot
AP 119 311 05, spoke from the audience and stated
that he did his own work on his property.

BEACH AMENDING SECTION 12. 24. 080 OF THE
NEWPORT BEACH MUNICIPAL CODE RELATING

Works Department dated March 13, 1967 regarding
Marguerite Avenue speed limit.
Councilman Shelton made a motion to introduce

City Manager Harvey Hurlburt stated that until the
ordinance became effective, the present 65 milli per
hour speed limit would be in effect. A discussion

expressing the Newport Harbor Chamber
of Commerce's appreciation for the cooperation
of the Council and City staff with their Tidelands
Committee and stating that he feels the City and
the Chamber are working in close harmony in
this matter.

Schwerdtfeger of the City of Fountain Valley
enclosing copy of resolution adopted by that
city endorsing the proposed flood control and
water conservation Bond Issue of the Orange
County Flood Control District and urging
Council to endorse and support Bond Issue.
Z. A letter dated February 27, 1967 from Mr. and Mrs.
Ralph Watson protesting the moving of City Hall
and stating they do not want additional monies spent
for large, new buildings and also a letter from Mrs.
Robert P. Powell, which was presented to the

office of the Secretary of State regarding H. P.
(Pat) Sullivan, former Registrar of Voters of
Santa Clara County, assuming duties as
California's new Assistant Secretary of State;
and commending Assistant Secretary of State
Walter C. Stutler and marking his coming
retirement.
(c) Bulletin dated February 15, 1967 from the
California Department of Justice, Commission
on Peace Officer Standards and Training,
stating that Newport Beach reimbursement is
$5,079. 10.
(d) Copy of Minutes of Board of Directors, Orange
County Water District for February 15, 1967.
(e) Copies of agenda of Board of Supervisors
meetings held February 28 and March 7, 1967.
(f) Copy of Resolution of the City Council of the City
of San Clemente imploring citizens to show a
greater respect for law and order to deter
increasing criminal activity and urging legis-
lative reconsideration for just and fair adjudi-
cation of persons convicted of acts contrary to
society and asking the interest and support of
City Council in this matter.
(g) Invitation from the Cypress City Council to
attend the dedication of the Cypress Civic

(h) A letter dated March 6, 1967 from the Exchange
Club of Newport Harbor inviting members of
the City Council to be their guests for luncheon
on April 13, 1967. The official presentation
CA-178 Freedom the historical documents contained in the
Freedom Shrine will be made to the City at
that time.
Mayor Gruber stated that the regularly scheduled Study
Session for March 20, 1967 would not be held.
The meeting was adjourned at 9:08 P.M.
