Mayor Gruber opened the public hearing regarding the appeal of Barry von Hemert for Ted von Hemert, Inc. aon Hemert from the decision of the Planning Commission denying Use Permit No. 1306 which requests approval of the JP 1306 installation of a 35 square foot pole sign in addition to an existing sign in a C -N -H zone at 1727 Westcliff Drive, Lot 6 and portion of Lot 7, Tract 4225, Zone °A 15 C -N -H. The appeal letter dated September 26, 1967 from Ted von Hemert, Inc, was presented with the findings of the Planning Commission. Planning Director Ernest Mayer, Jr, reported on the findings of the Planning Commission. Barry von Hemert and Ted von Hemert spoke from the audience. A discussion was had. Jack Barnett, Executive Manager of the Newport Harbor Chamber of Commerce, spoke from the audience and suggested a review of the sign ordinance. The hearing was closed. Councilman Rogers made a motion that the City Council by the adoption of this motion indicate its recognition that the redistricting of Councilmanic Districts as reflected on the map adopted today satisfies the implied requirement of the City Charter that there be approximate equality of population within all Councilmanic Districts, but that the map falls shor of the further Charter requirement that district boundaries "constitute natural areas of contiguous and compact territory, " and, accordingly, it is the intent of the Council that a re- examination of District Bounda- ries be undertaken not later than July, 1968 in the interest of devising boundaries which satisfy as fully as possible the spirit and intent of the Charter, which motion was withdrawn to allow vote to be taken on the adoption of the ordinance first. With the unanimous consent of the Council, Mayor Gruber stated that the further reading of the ordinance was waived. Ordinance No. 1231 was adopted. Mr. Ted Munroe spoke from the audience in favor of subject one -way street and Mr. Burton Grant, Presi- dent of the Balboa Island Improvement Association, stated that the Association supports the change of traffic.
