absence of Board President Donald Strauss.

Mayor Gruber called the adjourned meeting of the City
Council of Newport Beach to order and called for roll:

Council of Costa Mesa to order and called for roll:

Trustee Lilly introduced the Members of the Board of
Education:

Peyton

Franklin
Board Member Absent: Strauss
Board Member Franklin explained implications of the Bond
failures and school housing problems in terms of the over-
all development of the two communities, which included
the impact of master planning and housing developments on
schools. He reviewed the Unified School District's plans
to handle overcrowded conditions during the next two years

All Councilmen and Board Members joined in general
discussion regarding maximum utilization of school sites
through careful master planning for parks and recreation
areas with the Cities, mutual use of school and city
facilities for community -wide recreational and educational
programs and activities, cooperative planning and develop-
ment of facilities for community -wide library services,
and joint efforts toward promotion of State legislation for
welfare of communities.
It was agreed to appoint a joint liaison committee.to
investigate matters of mutual concern to the Cities and
the Unified School District.
Further discussion was had regarding programs and
services of the Cities and the Unified School District which
overlapped and were duplication of effort.
The meeting was adjourned at 9:30 P. M,
