Mr. Henry Evans, Vice President of Wilbur Smith & As-
sociates, explained the objectives of the report and intro-
duced Project Engineer Keith Dellaway. Mr. Dellaway
summarized Section B of the Report relating to Corona del
Mar traffic operations and parking, and recommendations
for street improvements and parking facilities. A question
and answer period followed with City Councilmen, City
Planning Commissioners and the audience submitting
questions to Mr. Evans and Mr. Dellaway.
Mr. Dellaway summarized Section A of the Report relating
to the Peninsula and West Newport operational measures,
major street improvements, parking improvements and
alternative proposals. A question and answer period
followed.
RECESS for five minutes.
The Council reconvened with all members present except
Vice Mayor Parsons.
Councilman Rogers made a motion to receive the Report
with the understanding that receipt of the Report does not
express nor imply any desire of the Council that it become
a program or plan or part of a plan, official to the City;
and further that it be the specific intention of the Council
that neither the Study nor any of its conclusions or recom-
mendation are to be considered for implementation with-
.
out specific direction of the City Council; that it does not
remain as a plan or as a guideline for the staff or for the
Council for the future; and that it is not an official plan of
the City. Councilman Rogers amended his motion to re-
ceive the Study, take it under advisement, with the under -
standing that none of the recommendations will be ap-
proved or will be implemented by the City Council without
specific action, which motion was withdrawn in favor of
Councilman McInnis' suggested motion.

Costa Mesa designated Country Club Annexation No. 1,
comprising the northwest corner of the Country Club
property, was considered.
Planning Director Ernest Mayer, Jr. presented a
staff report recommending approval in that it
represents a clearly logical annexation.

up the isolated County area between Palisades Road
and the proposed Country Club Annexation No. 1 in a
later annexation; and, subsequent annexation to Costa
Mesa should only be considered favorably by the Local
Agency Formation Commission insofar as easterly
movement to Santa Ana Avenue is concerned as Santa
Ana Avenue represents a reasonable separation
between the two cities.

It was the consensus of the Council that the Pending
Legislation Committee should support and promote
legislation to provide that trusteeship of tidelands shall
pass to a city upon annexation, subject to approval by
the State Legislature.
The meeting was adjourned at 11:55 P.M.
