Mayor Hirth opened the public hearing in connection with

Manager for the fiscal year 1970 -71.

Councilman Parsons, as a Sanitation District Director
and in behalf of the Council, presented former Mayor
Doreen Marshall with a resolution of the Joint Boards of
Directors of the Orange County Sanitation Districts
expressing their appreciation for the services of Director
Doreen Marshall as a member of the Districts' Boards of
•
Directors from 1968 to 1970.
Councilman Parsons read a letter from the Corona del
Pacific
Mar United Associations' Freeway Committee urging
Coast
deletion from the California freeway and expressway
Freeway
system that portion of Route 1 from southeast city limits
of Newport Beach to Route 39 and requesting a study for
the realignment of the Corona del Mar Freeway to substi-
tute for the elimination of the Coastal Freeway.

A presentation by Mr. Daniel O'Farrell of proposed
tower development on the easterly side of the Balboa
Bay Club.
Progress report on the Master Plan.
Beacon Bay property.
Councilman Dostal arrived at 6:00 P.M.
The remainder of the contract with Development Research

It was agreed that the Beacon Bay matter should be
brought back to Council for discussion a year from this
•
date.
Water rate study.
It was agreed to refer the water rate study to the Water
Committee and the Newport Harbor Chamber of Com-
merce for study and recommendation.
Mayor Hirth opened the continued public hearing in con-
nection with the proposed annual budget as prepared by
the City Manager for the fiscal year 1970 -71.
Blackie Gadarian spoke from the audience and said the
citizens of Newport Beach were interested in the service
they received from the City and he favored a tax rate
•
increase to maintain a high level of such services. Johr
Weller spoke and stated he had no objection to a tax rate
increase.
City Clerk Laura Lagios stated a letter had just been
received from L. A. Cavagnaro favoring a salary
increase for the Police Department, which letter was
distributed to the Council.
A letter was presented from the NHCC Aviation Com-
mittee stating that the Executive Board of Directors of
the Newport Harbor Chamber of Commerce recommends
the addition of a Patrol Helicopter program to the New-
port Beach Police Department.
The departmental budgets of the Library and Police
Department and adjustments in the General Services
budget were considered.

It was the consensus of the Council that the Library
budget and Alternate III, including the helicopter prograi
of the Police Department budget, be given tentative
approval.
