HEARINGS: 1. Mayor Hirth opened the public hearing in connection IN with the Spring 1970 Weed Abatement Program. A A report from the Fire Chief dated June 19, 1970 and the Assessment List on abatement of weeds and other nuisances within the City were presented. Said report and Assessment List had been posted and • published in accordance with the requirements of Section 10. 48 of the Newport Beach Municipal Code. Inspector Topping of the Fire Deoartment described work involved on certain lots. No one else desired to be heard. Mayor Hirth closed the hearing with the unanimous t� consent of the Council. Mayor Hirth opened the public hearing regarding the • appeal of E. O. Rodeffer from the decision of the Planning Commission denying Use Permit Application No. 1479 requesting permission for a rooftop heliport in Newport Center, portion of Block 93, Irvine's Subdivision, located on the northwest corner of San Nicolas Drive and future Avocado Drive, zoned C- O -H -UL. A report was presented from the Planning Director. A letter was presented from Sam Keyes, President of the Harbor View Hills Community Association, enclosing letters from the following homeowners associations, representing more than 700 families in Corona del Mar, requesting that Council deny Use Permit No. 1479: Har'boxView Hills Community • Association, Broadmoor Hills Community Associ- ation, Harbor View - Broadmoor Community Association and Harbor View Hills Homeowners Association. City Clerk :Laura. Lagios stated that a letter had been received from Phyllis Taylor protesting the heliport. Planning Director' Larry Wilson gave a staff report. E. O: Rodeffer, applicant, and • William M. Hansen, pilot for Mr. Rodeffer, spoke from the audience. Sam Keyes, representing variou homeowner groups in Corona del Mar, requested denial of subject Use Permit. Mayor Hirth closed the hearing with the unanimous consent of the Council. City Clerk Laura Lagios stated that a letter had been received from Attorney James Lang requesting that - the public hearing be continued for two weeks. David Kaylor, Site Development Director of The Irvine Company, and Bob Williamson of Williamson and Schmid, applicants, spoke from the audience. Planning Director Larry Wilson gave a staff report. Mr. Auer, Vice President of The Irvine Company, requested that Planning Commission Condition No. 22 prohibiting restriction of access to Big Canyon Drive be eliminated. The Council agreed that total private streets in this development would be appropriate.
