Alternate "B ", prohibiting dogs and other animals upon all beach areas and the ocean front sidewalk on a seasonal basis, beginning June 15 and ending September 15, excepting a blind person and his guide dog. A report was presented from the Parks, Beaches and Recreation Commission. Letters were presented from the following opposing legislation that would prohibit dogs from the beaches: Mrs. Bee Longley, Dick Wandrocke, Mrs. Lillian Shane, James Osburn and Kay Warner. Letters presented to the Council at the afternoon Study Session opposing legislation that would prohibit dogs on the beaches were received from the following: Paige Oden, Mrs. C. E. Taggart, Brook McEdge, Mr. and Mrs. E. L. Warner. The following people spoke from the audience opposing legislation which would prohibit dogs from the beaches and /or supporting Alternate "B" if amended to allow dogs on the beaches between certain evening hours and early morning hours: Helen Shawl, Paul Shapiro, Terry Ryan, Mrs. Albert Irwin, James Osburn, A. H. Jones, Daniel Haven, Bob Gardner, Bill Ring, Joseph McCord, Dee Cook, Mrs. Cottenhead, June Kingsbury and Glen Welsh,. who presented a petition requesting a less restrictive leash law. The following people spoke from the audience in favor • of an ordinance prohibiting dogs from the beaches: Ralph Watson, Betty Pinkle.y and Red Saunders. Motion x The City Attorney was instructed to amend Alternate Ayes x x x x x x "B" to incorporate the suggestions made that evening and to bring back to Council for public hearings on both readings; said hearings to be published in the legal newspaper of the City. Proposed Ordinance No. 1384, being, Holidays AN ORDINANCE OF THE CITY OF NEWPORT BEACH AMENDING SECTION 12. 04.055 OF THE NEWPORT BEACH MUNICIPAL CODE, ENTI- TLED "HOLIDAYS" TO REFLECT THE CURREN HOLIDAY SCHEDULE, setting out the same holidays as the State designated holidays, with exceptions, for parking enforcement purposes, was presented with a report from the City Attorney. Proposed Ordinance No. 1385, being, Arrests AN ORDINANCE OF THE CITY OF NEWPORT BEACH AMENDING SECTION 1. 12, 020 OF THE NEWPORT BEACH MUNICIPAL CODE RELATIN TO AUTHORITY OF PUBLIC OFFICERS OR EMPLOYEES TO MAKE ARRESTS, expanding list of City employees authorized to issue citations to include the Marinapark Manager, License Supervisor and License Inspectors, was presented with a report from the City Attorney. Jim Stansbury spoke from the audience and requested clarification of public officers. Motion x Ordinance No. 1385 was introduced and passed to Ayes x x x x x x x second reading on May 17, 1971. Street 3. A report was presented from the Public Works Encroact Director regarding request of Dr. K. J. Smallwood ment/ to construct brick driveway, planter, offstreet parking Ocean area, steps and landscaping in the public right, -of -way Blvd adjacent to 3729 Ocean Boulevard. Dr. Smallwood spoke from the audience. Parks, Beaches and Recreation Director Cal Stewart gave a brief staff report. A report was presented from the Community Develop- Big ment Department regarding The Irvine Company's Canyon request to amend the Big Canyon Planned Community Development Plan, Planning Commission Amendment No. 287, with attached Planning Commission reso- lution recommending adoption of the amendments. Jim Stansbury spoke from the audience and stated that Traffic an unsafe condition existed at the corner of Tustin Signs Avenue and the Pacific Coast Highway because of improperly and poorly marked signs.
