HEARINGS:
1. Mayor Hirth opened the public hearing regarding the
appeal of Mary Caruso from the decision of the Plan-
ning Commission denying request for a two -year
extension of Use Permit No. 918 which allows the
operation of a beer parlor establishment within 200
feet of an "R" District, located at 2000 West Balboa
Boulevard, at the northwest corner of West Balboa
Boulevard and 20th Street.

Planning Commission Amendment No. 305, approved
by Planning Commission Resolution No. 743, amendin,

50, Irvine's Subdivision, located northerly of Bristol
Street between MacArthur Boulevard and Birch Street,
as requested by Emkay Development Co., Inc.; pur-
suant to Municipal Code Section 20.51.070.
A report was presented from the Community Develop-
ment Director.

Company, spoke from the audience and briefly des-

for other commercial properties; and a letter from
Tom Sharp of Union Oil in Corona del Mar and East -
bluff and George Perlin of Arco in Balboa asking for
relief from certain provisions in the proposed ordi-
nance.
Virgil McNab, representing the Western Oil and Gas
Association, spoke from the audience and recom-
mended several amendments to the ordinance.
Assistant Community Development Director Jim
Hewicker gave a brief staff report.

ing concern on various aspects of the proposed ordi-
nance: Tom Sharp, Don Brown, George Perlin, Paul
Royball and Ed Vanderbosh.

Bill Lusk, representing John Lusk and Company, and
Robert Bein, Raub, Bein, Frost and Associates,
spoke from the audience.
Community Development Director Hogan gave a brief
report on the noise standards and El Toro flight
patterns over the area.
Councilman Parsons made a motion to adopt the Final
Map of Tract 7432 and to authorize execution of an
agreement for the improvements in the Tract, which
motion was withdrawn.
Robert Bein, of Raub, Bein, Frost and Associates,
requested that street name changes be incorporated in
the Final Map.
The matter was continued to December 27 for the
recommended street name changes to be approved by
the Planning Commission and added to the Final Map.
3. A report was presented from the Community Develop-
ment Director regarding Tentative Map of Tract No.
7638, subdividing 47.3 acres into 109 lots for develop
ment as single - family residential and one Z. 3 acre
park site, portion of Blocks 55, 56 and 92, Irvine's
Subdivision, located on Big Canyon Drive northerly
of San Joaquin Hills Road and westerly of MacArthur
Boulevard.
The Tentative Map of Tract 7638 was approved, sub-
ject to the conditions recommended by the Planning
Commission.

out of order early in the evening and was considered
immediately after action on the amendment to "New-
port Place" standards.
5. The recommendation of the Council Appointments Civil
Committee was approved; and Oren L. King was Service
appointed to the Civil Service Board to fill the un- Board
expired term of Henry C. Duffie, effective im-
mediately, and terminating on June 30, 1973.
6. A copy of a resolution of the Board of Supervisors was Newport

16. The following Budget Amendment was approved:
BA -41, $19, 200 transfer of Budget Appropriations for
financing construction of Newport Ocean Pier Interim
Repairs, Contract No. 1407, from Ocean Blvd. Drain
at Heliotrope Ave. ($700), Relocate Storm Drain and
Sewer -Shorecliff ($17, 500), and Reconstruct Fernleaf
and Bulkhead -China Coves ($1, 000) to Newport Ocean
Pier Interim Repairs.
ITEMS REMOVED FROM THE CONSENT CALENDAR:
1. A report from the City Manager regarding resolution
authorizing execution of an agreement between the
City of Newport Beach and Dual Fuel Systems, Inc. ,
in connection with conversion of a portion of City
vehicles to natural gas, was diaried.
2. A letter was presented from the Parks, Beaches and
Recreation Commission stating that five vacant lots
on Cliff Drive, easterly of the Lutheran Church, are
available for public acquisition as a view site in New-
port Heights, and the Commission wants to go on
record with the City Council identifying this area as
one that should receive consideration for acquisition
in the future.
Councilman Kymla presented a letter from the New-
port Heights Improvement Association which requested
the City to give consideration to the purchase of sub-
ject lots for a park.
The matter was referred back to the Parks, Beaches
and Recreation Commission for further study to
advance, if possible, the acquisition of the lots.
3. The application for a Sound Amplifying Equipment
Permit of the First Baptist Church, 2501 Cliff Drive,
to use a Hammond Organ speaker just outside the
stair door of the church to play appropriate Christmas
music December 15 - 22 between 10:00 A. M> and
9:00 P.M., was presented.
Marge Mayer, 2420 Cliff Drive, spoke from the
audience and objected to the amplifying system being
used for such a long period of time each day.
