HEARINGS:
1. City Clerk Laura Lagios announced that this was the

time and place fixed for the hearing of any protests

or objections to the waiver of compliance with the
"Special Assessment Investigation, Limitation and
Majority Protest Act of 1931" in connection with_ pro-
posed Assessment District No. 54, as set forth in
Resolution No. 7575, and the time and place fixed
for the hearing of objections or protests to the work
and improvements proposed to be done in Assessment
District No. 54, or to the extent of the District, as
described in Resolution No. 7576.
A written report was presented from the Public Works
Director.
Letters from William Culver and Mr. and Mrs.
Wilson Little urging the Council to proceed with sub-
ject Assessment District were presented.
Public Works Director Joseph Devlin briefly describe
the nature, location and extent of the project, the
district boundaries and the benefits which could be
expected to be received by lands within the District
from the proposed improvement, and recommended
that certain areas be deleted from the Assessment
District.
In answer to the Mayor's inquiry, the City Clerk
stated three written protests had been received
against the undertaking of the proceedings without
compliance with the "Special Assessment Investigation,
Limitation and Majority Protest Act of 1931."
In answer to the Mayor's inquiry, the Clerk stated
that 187i written protests had been received, including
those from Douglas A. Ross, 2815 Broad Street;
Howard and Lana Larsen, 535 Fullerton Avenue; Don
Pedersen, 2547 W. Coast Highway; Margaret W.

residents in the area stating that an alley is vitally

302 E. Balboa; Craig Weighton, 433 Tustin; Al Nelson,
534 El Modena; Mrs. John Paige, Cliff Drive; Walter
Lewis, 328 E. Balboa Boulevard.
The following people spoke from the audience against
the Assessment District: Herb Stricker, 445 Red -
lands; Mr. Simmons, corner of Cliff Drive and Tustin;

In answer to Mayor Hirth's inquiry, the Public Works
Director stated that protests had been received from

include a direction to staff to proceed immediately
with the implementation of Plan "A ", which amend-
ment was accepted.

A vote was taken on Councilman Kymla's amended
motion, and the staff was directed to proceed im-
mediately with the addition of a second floor containing
1, 880 square feet to the 1959 wing of the Police

Station, the addition of 196 square feet for evidence
storage and the remodeling of the original Police
station building, at an estimated cost of $52, 500.
The following people spoke from the audience urging
that new Police facilities be built on the present City
Hall site: Miss Sue Ficker, Blackie Gadarian, Mike
Johnson, Sally Lyon, Don Redington, Paul Ryckoff,
Mrs. John Paige, Bill Butz and Hilary Thayer.
Helen Smith and Faye Edelblute spoke from the audi-
ence requesting a more centrally located site for the
Police facility. Jack Sherwood, Vice President of
the Cannery Village Association, read a letter from
the Association urging postponement of a decision on
the Police facilities location; and Joseph Rosener
stated that he felt this was an inappropriate time for
a decision and Council should wait for a Master Plan.

and 22nd Street.
Mayor Hirth stated that a letter had been received
from Selim Franklin requesting that the matter be
continued to the first meeting in February.
