Mayor McInnis opened the public hearing in connect- ion with Ordinance No. 1441, being, AN ORDINANCE OF THE CITY OF NEWPORT BEACH AMENDING SECTIONS 20. 30.030 AND 20. 30.040 OF THE NEWPORT BEACH MUNICIPAL CODE RELATING TO THE ESTAB- LISHMENT OF A USE PERMIT REQUIREMENT FOR CERTAIN USES WITHIN THE M -1 DISTRICT requiring use permits for all non - manufacturing uses in the M -1 District. Mayor Pro Tern Rogers made a motion to close the hearing. Bob Kausen, President of Cannery Village Associa- tion, presented a petition signed by 26 property owners in the area supporting the development in Cannery Village, and asked that the ordinance not be adopted in its present form but revised to allow for more lenient parking. Architect Bill Clapet present- ed a series of slides showing proposed alternative solutions to the parking problem in the area. Blackie Gadarian spoke in favor of the ordinance. A vote was taken on Mayor Pro Tem Rogers' motion. Ordinance No. 1441 was adopted. 5. Mayor McInnis opened the public hearing in connect- ion with Ordinance No. 1442, being, AN ORDINANCE OF THE CITY OF NEWPORT BEACH REZONING PROPERTY AND AMENDING DISTRICT MAP NO. 9, Planning Commission Amendment No. 319, amending a portion of said map from a C -1 District to an R -2 District, Lots 18, 19, 20 and the northerly 12. 5 feet of Lot 21, Block 219; Lots 4 through 12 and Lots 18 through 27, Block 220; and Lots 4 through 8, Block 221, Section A of Newport Beach Tract, located at 208 - 210 -212 20th Street; 209 through 225 20th Street; and 202 through 220 21st Street and 207 through 217 21st Street. Mayor McInnis opened the public hearing regarding General adopting the Interim Park Plan as the first phase of Plan/ the Recreation Element of the General Plan, as Parks recommended by the Planning Commission Resolu- R -7698 tion No. 751. Elaine Linhoff spoke from the audience regarding the property to be included in the City aquatic park on the peninsula. Parks, Beaches and Recreation Director Calvin Stewart gave a staff report. Roy B. Woolsey, representing Marinapark owners, spoke from the audience asking for longer leases for Marinapark and presented a petition bearing 38 signatures opposing the aquatic park and favoring long term mobile home leases and a letter from Mr. and Mrs. Fred B. Palmer, Marinapark residents, asking that the property not be converted. Mrs. Stanley Charleston and Jim Pichel, residents of Marinapark, spoke in favor of keeping the area as a mobile home park. The hearing was closed by unanimous consent of the • Council. MacArthur in favor of an ordinance restricting overnight parking of trucks, trailers, campers, etc. in residential zones and a letter from Robert Z. Blocksom opposing restrictions on overnight parking for recreational vehicles. The Deputy City Clerk stated that a letter from Dr. J. Emery Frank opposing restrictions on overnight park- ing for recreational vehicles was received after the agenda was closed. Dave Fields; Corona del Mar resident, spoke from the audience and expressed his appreciation for the ordinance. Motion x Ordinance No. 1444 was introduced and passed to Ayes xxxxxxx second reading on June 12, 1972. CONTINUED BUSINESS: 1. A resolution of the Board of Library Trustees resolv- Library ing that active planning for a central library, rather than construction of additional branches, would pro- vide the City with the most optimum and economic ' library service, was presented. Dr. Thomas Blakely, Chairman, Board of Library Trustees, read in full a statement of the Board setting out the reasons for their position with regard to a central library, including the Charter - imposed tax limitation for library purposes. James Gage, Charles Sword, Ruth LeLievre and Helen Coffey, members of the Board of Library Trustees spoke from the audience and reaffirmed the position of the Board that the City could best be serv- ed by a central library. Julia Banning, former Library Board member, spoke from the audience supporting the central library concept. John Shea, representing the Newport Shores Commun- ity Association, and Margot Skilling spoke from the audience asking that a branch library be constructed in West Newport. Mike Johnson of West Newport presented a petition bearing 213 signatures urging Council to maintain the concept of a branch library system and to locate the next branch library in West Newport. Joseph Slowikowski spoke from the audience in support of the Library Board. x The staff was directed to come up with a plan for the x x x x necessary funding for a branch library in West Newport Beach. CURRENT BUSINESS: 1. A letter was presented from Tully Seymour, attorney Use representing the Pacific Coast Manufacturing Permit Company, regarding his filing a Notice of Appeal with 1594 the City Clerk of Use Permit Application No. 1594, requesting permission to develop a golf course and driving range to be located at 2301 Mesa Drive; and requesting the Council to refer the matter back to the Planning Commission. A report was presented from the Community Develop - ment Department. The Deputy City Clerk stated that two items had been received after the agenda was completed, a petition bearing 112 signatures representing some of the groups concerned with the development of the golf course and requesting that the matter be referred back to the Planning Commission, and a letter from George DeVries, representing Anniversary Tract residents, supporting the proposed golf course development. Tully Seymour, attorney for applicant, stated that if the matter is referred to the Planning Commission, he would like the apP-�nl date vacated t o l e a v e the matter open for resetting the appeal date. x Use Permit Application No. 1594 was referred to the x x x x x x Planning Commission, without prejudice, and the hearing scheduled for June 12 was vacated at the appellant's request to be reset at a later date. A letter from Mary Jo Belanger regarding Modificati Application No. 471 in connection with a garage at 314 Sapphire was ordered filed. 6. Resolution No. 7704, authorizing the execution of an agreement between the City of Newport Beach and Bud Porter for legislative advocate services in connection with Pacific Coast Freeway (Route 1), was adopted. 7. A letter from Ron Yeo regarding his resignation from the City Arts Committee was referred to the Council Appointments Committee, and also referred to the Mayor for a letter of gratitude from the City and pre- sentation of a plaque. 8. A petition bearing 15 signatures of Newport Heights residents asking for re- establishment of an alley adjacent to their property as part of Assessment District No. 54 was presented. The staff was directed to report back at the next meeting regarding the necessary procedure to proper- ly accommodate this request. 9. A letter from Roy B. Woolsey regarding the bicycle trails and the bond issue on the ballot was presented. Roy Woolsey spoke from the audience regarding financing of bicycle trails. The matter was referred to staff for reply advising that this matter will be considered during budget review. 10. A letter from Roy B. Woolsey, attorney for Marina Mobile Home Park Association asking for reconsider tion of proposed recreational park use and continuati, as a mobile home park was referred to staff for inclusion in study. 11. A letter containing seven signatures asking that Council review their action taken at the meeting of May 8 regarding lights on the Via Jucar tennis court was presented. R. W. Wright and Margaret Howland spoke. from the audience regarding the lighting on the Via Jucar tennis court. The letter was referred to staff for reply advising that all Planning Commission regulations will be met.
