MINUTES
The City Clerk stated that the following correspon-
dence had been received after the agenda was closed:
letters in favor of the project from Howard Rapp, Jr.,
George Coffin III, Thomas B. Moon, a supporting
telegram from B. K. Thorpe, a supporting letter from
Althea Line with an endorsing petition bearing sixty -
eight signatures; and opposing letters from Paul and
Verna Morgan, Mr. and Mrs. Forest Hart and Susan
Hart, Dedi Moore, and an opposing petition bearing
175 signatures.
Donald Lewis spoke from the audience urging that the
Fun Zone be allowed to stay open for the enjoyment
of all the youngsters in the area.
The applicant, John Konwiser, spoke from the audi-
ence.
The following people spoke from the audience in.favor
of the proposed condominium: Robert J. Watkins;
Jack Wassall, Vice President of the Balboa Improve-
ment Association; Joan Schertzer; George Perlin;
Charles Cotton; Roy Lewis, director of Santa Ana
Valley Irrigation Company, owners of the Fun Zone;

A telegram from Mr. and Mrs. Donald Sloper

presented.

Referred to staff for reply, letter from Mrs. H. A,
Mansur opposing the possibility of making the alley
between Cypress and Coronado one -way.
3. The following resolutions were adopted:
Resolution No. 7767 designating intersections at which
vehicles are required to stop and directing the Traffic
Engineer to erect necessary stop signs, requiring
traffic on Marguerite Avenue to stop before crossing
or entering Fourth Avenue. (A report from the Public
Works Director was presented.) .
Resolution No. 7768 authorizing the execution of a
cooperative financing agreement with the State of
California Division of Highways for traffic signal .
modification at Hospital Road /Newport Boulevard.
(A report from the Public Works Department was
presented.)
Resolution No. 7769 urging the State of California to
reassess and to vigorously pursue the possibility of
purchasing the entire Capistrano Beach club site to
be used for an extension of Doheny Beach State Park.
4. The following claims for damages were denied and
the City Clerk's referral of the claims to the insur-
ance carrier was confirmed:
Claim of William F. Mattson for alleged loss of
rights in connection with an incident which occurred
on May 23, 1972.
Summons and Complaint for Damages of Richard
Kesel, Case No. 193519 in Superior Court of
California County of Orange.
5. The following staff reports were received and ordered
filed:
Report from the City Manager regarding summary of
environmental statement for the U. S. Army Corps of
Engineers' groin project.

6. The application of Mr. P. A. Cassell for Harbor
Permit Application No. 112 -405 to revise the existing
slip by the addition of a 45' slip bayward of 405 East
Edgewater was approved.. (A report from the Marine
Safety Department was presented.)
7. All bids received on the helicopter liability insurance
were rejected, and the City Manager was authorized
to readvertise for bids for one -year renewal of
aviation liability insurance policy for police heli-
copter operations, with new bid closing date of
Friday, August 18,:1972. (A report from the City
Manager was presented.)
8. The following Budget Amendment was approved:.
BA -2, $19, 675 transfer of Budget Appropriations for
a Quitclaim Deed and abandonment of the oil pro-
duction leasehold on surplus City -owned property on
Bushard and Hamilton in Huntington Beach, from
Unappropriated Contingency Reserve to Nondepart-
mental, Services - Professional, Technical, etc.,
General Fund.
ITEMS REMOVED FROM THE CONSENT CALENDAR:
1. A resolution of the City of Huntington Beach promoting
the well -being of the handicapped was referred to
staff to prepare a similar resolution for Council
consideration at the August 14 meeting.
2. A letter bearing fifteen signatures protesting use of
police helicopters for patrol duty and asking that the
matter be brought up for discussion at a Council
meeting was considered.
The matter was set for public hearing on September
11, the Inter -City Relations Committee was requested
to meet with the City of Costa Mesa and possibly with
Irvine or Huntington Beach to consider possible areas
of cooperation, and the staff was directed to prepare
data for the hearing.
3. A. report was presented from the City Manager
regarding personnel vacancies. The following
requests to fill personnel vacancies were approved:
Two Maintenance Men I to fill positions now vacant.
Two Refuse Crewmen to fill positions now vacant.
One Steno Clerk II to fill a position now vacant.
