Mayor McInnis opened the continued public hearing Pulaski regarding the appeal of Rolly Pulaski & Associates Appeal from the decision of the Planning Commission denying BI Use Permit No. 1634 to permit two residential units above commercial use in the C -1 District, Lot 23, Block 13, Section 4, located at 327 Marine Avenue between an alley and Balboa Boulevard on Balboa Island. A report dated November 13 was presented from the Community Development Department. A letter received after the agenda was printed from Rolly Pulaski requesting that the hearing be continued to November 27 was presented. Motion x The hearing was continued to December 4. Letters were received after the agenda was printed from the developer, John Konwiser, President of JAK Construction Company, and from Roy Woolsey, attorney, enclosing his letter to the City Attorney regarding yard setback requirements. Councilman Dostal requested that the record show he voted "no" because he desired the City to purchase all eight lots along Cliff Drive in view of their unique characteristics. 9. A report was presented from the Parks, Beaches and 26th St Recreation Director regarding installation of a Prkg Lot bronze sculpture on public property near Mac Fadden. Sculptur4 Parks, Beaches and Recreation Director Cal Stewart gave a brief description of the sculpture. Councilman Dostal stated that Assembly Bill 889, EIR's providing for a 120 -day moratorium on Environmental Impact Statements, was being considered by the State; and he requested the Council to adopt a policy state- ment to the effect that the City would continue to require Environmental Impact Reports according to the guidelines adopted by the Council on October 10, 1972 regardless of whether or not AB -889 is passed. Valerie Murley presented a letter which. she. and Roy Woolsey had written to Assemblyman John Knox re- questing an amendment to AB -889 to provide an option for local governments to require Environmental Impact Statements even though not required by AB- 889.
